Institutional Biosafety Committee(IBC)
At ISU, we uphold a steadfast commitment to conducting research in an ethical manner and in full compliance with the NIH Guidelines, as well as federal, state, and local laws and regulations. This commitment is a cornerstone of our research culture and our dedication to the highest standards of research integrity.
The ISU Institutional Biosafety Committee (IBC) is a committee appointed by the Vice President for Research. It has authority over all research involving rDNA and regulated or other potentially biohazardous materials, thereby providing broader protection than federal or state regulations require.
The IBC will review all proposals using the Biosafety Protocol or IBC Review Inquiry Forms. All forms received will go to the IBC for committee review. Once reviewed, one of three determinations will be given: approved, pending approval, or rejected. Once the committee has decided on the determination, the Principal Investigator (PI) will receive a determination letter detailing the outcome.
Forms must be submitted to biosafe@isu.edu before the submission deadlines listed on the Meeting Schedule to be considered during the next scheduled meeting. Deadlines are the first Tuesday of the month for the Meeting on the third Tuesday of the month from August to May.
If you are unsure if you need a biosafety protocol, please complete the IBC Review Inquiry Form. Your inquiry will be reviewed, and the IBC will determine if a protocol is required.
All projects requiring IBC review must complete the following:
- IBC Protocol Registration form (DocuSign) click here to initiate form.
For each project complete:
- BSL2 Laboratory Protocol-Specific Operations Manual (POM) or BSL1 Laboratory Biosafety Manual (Complete for the project - the information is protocol specific)
- Laboratory Biosafety Physical Self-Inspection for BSL2 form
For each laboratory space, print a copy: BSL2 Biosafety Laboratory Guidance
As needed:
- Form E. Modifications of Approved Protocols
- Minimum training for all who handle materials is CITI Handling Biohazards; for non-handling staff minimum, it is CITI Biosafety Overview.

- FORM F- Accident/ Exposure/ Noncompliance Incident Report (DocuSign)
Protocol applications must be submitted to biosafe@isu.edu no later than the submission deadlines listed in Meeting Schedule below to be considered during an IBC meeting.

CITI Training is required for all personnel working on projects subject to the Institutional Biosafety Committee.
All PIs and project staff must take one of the two following courses.
Group 1- Handling Biohazards (if handling materials in the lab) expires every 5 years.
Group 9 - Biosafety Overview (if NOT handling materials, ex: working with lab data) expires annually.
Additional course requirements are listed on the Protocol Forms A/B/C and depend on the materials in use.
