Paula Phelps, MHE, PA-C
Program Director & Chair, & Associate Professor
Paula Phelps was promoted to Director of the Department of Physician Assistant Studies in 2010. Paula graduated from the University of Utah Physician Assistant Program in 1995 and completed her Master's in Health Education at Idaho State University in 2000. Her clinical experience is in family practice & OB/GYN. Mrs. Phelps was hired by the ISU PA Program in 1995.
Marvin Sparrell, MPAS, PA-C
Associate Director & Clinical Assistant Professor
Marv earned a Master of Physician Assistant Studies from the University of Utah and has served as a PA at the Boise VAMC since 1982. His clinical experience includes surgical service, internal medicine, and geriatric medicine. He joined ISU's PA program in 2009.
David McClusky, MD
Dr. McClusky served as Medical Director in Pocatello from 2002-2005. In 2012 he accepted the Medical Director position for Meridian. He received his MD in 1976 from Northwestern University Medical School. He completed a Surgical Internship and Surgical Residency from 1977-1982. He is a General Surgeon practicing in Twin Falls, Idaho since 1982.
In addition to serving as Medical Director, Dr McClusky precepts second year students in his practice. He also provides medical guidance to numerous community and state organizations.
Sherwin D'Souza, MD
Dr. Sherwin D'Souza is a graduate of GS Medical College in Mumbai India. He completed his internship at St. Lukes Roosevelt in New York City and went on to complete his residency and Chief residency in Internal Medicine at the University of Connecticut Health Sciences Center. He has served as Medical Director and a preceptor for the PA program since 2005.
He has practiced in Idaho since 2000 and is currently in private practice.His practice specializes in diabetes, osteoporosis and other endocrine conditions.
He is also a Clinical Instructor at the ISU Family Practice residency as well as adjunct Faculty at the University of Washington and Volunteer Clinical Instructor at the University of Utah.
Richard Anstett, MD
Dr. Anstett received his MD from the Medical College of Ohio State, his PhD in clinical psychology from Ohio State, and his MPH from the Harvard School of Public Health. He taught family medicing at the University of Colorado and the University of Wisconsin Schools of Medicine. He has lead or participated in over 45 international mission projects with students in Cuba, Haiti, Belize, Guatemala, Honduras, El Salvador, India, and Kenya. Behavioral medicine, dermatology, and global health care catch his interest the most. He joined the ISU PA Program in 2014.
Dave Martin, MPAS, PA-C
Clinical Assistant Professor & Academic Coordinator
Dave graduated from the University of Oklahoma Physician Assistant Program in 1980 and completed his Master's in Physician Assistant Studies at the University of Nebraska in 2000. His clinical experience is in family practice & emergency medicine. Mr. Martin was hired by the ISU PA Program in 2003.
David Talford, MPAS, PA-C
Clinical Assistant Professor & Master's Project Coordinator
David earned his Master's degree in Physician Assistant Studies through University of Nebraska Medical Center, and has been practicing clinically since 1999. David has practice experience in urgent care, family practice, and dermatology. David was hired by the ISU PA Program in 2007.
Jared Papa, MPAS, PA-C
Clinical Assistant Professor & Service Learning Coordinator
Jared is experienced in rural and underserved community health having worked in the fields of family and urgent care medicine. He is fluent in Spanish. Jared received his Physician Assistant training from Pacific University, graduating in 2003, and joined the ISU PA Program in 2008.
Anntara Smith, MS, PA-C
Clinical Assistant Professor & Clinical Coordinator
Anntara graduated from Idaho State University in 2003. She has been practicing in the Boise area since that time and clinical experience includes Family Medicine, HIV, and Psychiatry. She joined ISU's PA program in 2011.
Vicki Allen, RN, CLNC
Director of Clinical Site Development
Vicki has been a Registered Nurse since 1976, She became a Legal Nurse Consultant in 2005. Vicki's clinical experience is in neonatal and adult intensive care. She has worked as a staff nurse, manager and hospital administrator prior to being hired by the PA program in 2010.
Business & Technology Operations Manager
Chad has over 10 years of computer, telecommunications, and business operations experience, specializing in computer hardware and synchronous distributed education. He oversees classroom operations, inventory, building safety, medical & electronics purchasing, and logistics planning. Chad was hired by the ISU PA Program in 2006.
Ann Smalley, MBA
Ann completed her Master's of Business Administration at Idaho State University in 1985. Ann is the Admissions Director for the program. In addition to her admissions duties, Ann oversees the program's budget and participates on the program's Self Study Committee. She is also a Notary. Ann was hired by the ISU PA Program in 2003.
Christine Hall, M.A.T., MPAS, PA-C
Clinical Assistant Professor
Christine graduated from Oregon Health & Science University's Physician Assistant Program in 2003 and currently works in urgent care. She has clinical practice experience in family medicine, internal medicine, and cardiothoracic surgery. She earned a Master of Arts in Teaching Biology from Duke University in 1993, where she completed her undergraduate education, and taught science for six years prior to pursuing her PA training. Christine intends to complete ISU's Graduate Certificate in Spanish for Health Professions. She joined the ISU PA Program in 2015.
Jeff Johnson, PA-C
Clinical Assistant Professor
Jeff graduated from the ISU PA Program in 2002. He is also a graduate of the ISU College of Pharmacy earning a PharmD degree. His experience is primarily in emergency and urgent care medicine. He has also worked as a community pharmacist . He joined the ISU PA Program in 2011.
Talia Sierra, PA-C
Talia earned a Master of Physician Assistant Studies from Idaho State University in 2008. Her clinical experience is in community health doing primary care. Prior to joining the ISU PA program in 2013 she taught with the MEDEX Northwest Physician Assistant Training Program at the University of Washington.
Corbin Bunnage, MS, PA-C
Clinical Assistant Professor
Corbin graduated from Idaho State University Physician Assistant Program in 1999. His clinical experience is in emergency medicine. He received his MS degree with an emphasis in family practice and emergency medicine from the Arizona School of Health Sciences in March 2004. Corbin was hired by the ISU PA Program in 2003.
Melanie Domenech Rodríguez, Ph.D.
Visiting Professor & Research Coordinator
Dr. Domenech Rodríguez is a Professor of Psychology at Utah State University and is actively engaged in programs of research in Oregon, Idaho, and St. Louis. She collaborates on the Pipeline to Diversity HRSA grant, seeking to increase recruitment and retention of ethnic, linguistically, and culturally diverse students into the Program. Dr. Domenech Rodríguez is president of the National Latina/o Psychological Association, chair of the Institutional Review Board and USU, and is a licensed psychologist in Utah, Idaho, and Puerto Rico. She joins the Program as a visiting professor and research coordinator for the 2016-2017 academic year.
Alan Mirly, MBA, PA-C
Alan graduated from Idaho State University Physician Assistant Program in 2002. His clinical experience is in Otolaryngology and Neurosurgery. He received his MBA with focus in Health Care Administration from the University of Phoenix in 2011. Alan was hired by the ISU PA program in 2012.
Rachel Smetanka, Ph.D., PA-C
Rachel graduated with a Ph.D. in Exercise Physiology from the University of Iowa in 2001. After completing a postdoctoral degree at James Madison University, she served as a college biology professor for nine years. She then earned her Masters of Physician Assistant Studies at Idaho State University and was hired by the program in the fall of 2013. Rachel currently works in Emergency Medicine and Urgent Care.
H. Cathleen Tarp, Ph.D.
Dr. Tarp's areas of specialization are the Spanish Middle Ages and Baroque. Current research interests include the grotesque, the Spanish prose romance, and narratology in the context of the development of prose fiction. Dr. Tarp is a certified medical interpreter and a qualified legal interpreter. She works closely with the department to teach Medical Spanish to future PAs. She joined the ISU PA Program in 2011.
Kent Whitaker, MEd, PA-C
Clinical Assistant Professor
Kent graduated from the University of Utah Physician Assistant Program in 1995 and completed his Masters of Education at Weber State University. His clinical experience is in primary care and dermatology. Mr. Whitaker was hired by the ISU PA Program in 1998.
Media Equipment Specialist
Dan has years of experience as a live-event and media technician. He has mixed hundreds of concerts for large audiences, and shot and edited thousands of television commercials. Dan has always focused on making sure that the intended message is clearly communicated. Dan enjoys working with the PA program and likes the students’ vibe and energy. At home he loves to hang out with his wife, go camping, and hack hardware. He joined the ISU PA Program in 2015.
With over 25 years of experience in education television production, Dawn graduated from Montana State University with a BS in Film & Television Production and received her Master's in Educational Technology Leadership from George Washington University. Her career started with production in public television and expanded to running a 35-site, fully interactive distance learning system at Northern Arizona University. Dawn joined the ISU PA Program in 2016.
Media Equipment Specialist
Chad has worked in various roles in theater and classroom technology for six years, including aspects of sound and lighting design and implementation; operation and maintenance of lighting, sound, and video equipment; and space design and construction. He has worked for Idaho State University in the Distance Learning department of two years. He joined the ISU PA Program in 2015.
Deborah has a background in Paralegal from MTI College of Business. She was a Certified Whitewater River Guide, and a Gift Recorder and Prospect Research Analyst for the College of Idaho. She joined the ISU PA Program in 2014.
Rita has worked for the state of Idaho, including the Division of Building Safety. She has a background as a legal secretary and worked in the public school system. Rita joined the ISU PA Program in 2007.
Kaitlynn received a BA in English, Creative Writing, and Anthropology from Minnesota State University. She earned a Certificate in Publishing while working in a small regional press as an editor and manuscript screener. She has also been a Human Resources specialist. She joined the ISU PA Program in 2014.
Data Coordinator for the Clinical Year Team
Ms. Bernard has more than 15 years' healthcare experience, most recently serving 8 years as Manager of Provider Relations and Data Systems at Private Health, a concierge healthcare firm based in Los Angeles. Previously, she served as Program Manager of Biopharmaceutical Research and Development at the Prostate Cancer Foundation and Clinical Coordinator for two clinical research organizations. Kelly holds a Bachelor's of Science degree in Healthcare Administration with a concentration in Information Systems from University of Phoenix. She joins the Program as the Data Coordinator for the Clinical Year.
Administrative Assistant to the Clinical Year Team
Kerbie graduated from ISU's College of Technology with a Technical Certificate in Business Administration Office Technology. For 5 1/2 years Kerbie worked as Financial Assistant to the CFO at Health West, a local community clinic. She joined the ISU PA Program in 2014.
