John Kent

John Kent is a technology executive who retired from full time work in 2021 following a 42 year career in the semiconductor industry.  Most recently, he was Executive Vice President, Technology, of Skywater Technology, Bloomington, MN.  He received his Bachelor of Science degree in chemical engineering from Michigan State University.  John and his family have been and continue to be active supporters of Idaho State University.  Since 2004, John has fostered partnerships with the Idaho State University Department of Electrical Engineering when he came to Pocatello as the Vice President of Technology Development at AMI Semiconductor (now ON Semiconductor).  Kent continued to support the department through collaboration with another former employer, RAMBUS, Inc., of Sunnyvale, CA.

In his former capacity as Vice President of Technology Development for RAMBUS, Inc., Kent fostered graduate student internships, and guest technical lectures at Idaho State University, as well as ongoing support for the Engineering Design Automation software for the Idaho State University Very Large Scale Integration (VLSI) chip design laboratory.  Kent was a founding donor, along with RAMBUS, to the Engineering Accreditation Commission (EAC) Scholarship fund in 2010.

John currently serves as Chair, Idaho State University Foundation; Member, Michigan State University Engineering Alumni Board as well as Technical Advisory Board Member, Silvaco; an engineering design automation software company based in SIlicon Valley, California.

Arlo Luke grew up in Twin Falls, Idaho. He and his wife, Jackie, were married when Arlo came to then Idaho State College to major in Pharmacy. As a student, Luke worked afternoons and at night cleaning residences and businesses to support his family. He and Don Aslett formed Varsity Contractors and, by the time they graduated, they had many other students working for their facilities maintenance company.

Following Luke's graduation, he practiced Pharmacy while maintaining part time the small college built business.  The business continued to grow and Arlo decided to go full time with the facility maintenance business and part-time Pharmacy.

 The company expanded dramatically over the years and now has contracts throughout the United States and Canada. In addition, they have organized other companies in diverse industries. Arlo served for years as the CEO and then Chairman. He is now retired but remains serving in the community.

He is active in Rotary, Idaho State Civic Symphony, Camerata Singers, and serves on several  boards like the Idaho State University Foundation,  Boy Scouts of America, Portneuf Medical Center, Valley Pride, Bannock Development,  and his church. In addition, Luke is Chairman of the Idaho International Choir Festival and the annual Messiah Sing-in. Luke's generous gift to ISU established the Arlo and Jackie Luke Promenade at the L.E. & Thelma E. Stephens Performing Center.

Crystal Allen received a bachelor's degree in communicative disorders from the University of Rhode Island and a master's degree in school counseling from ISU. Allen, an entrepreneur and philanthropist, is a licensed counselor in the state of Idaho. Allen previously served as a member of the Dean’s Advisory Board in the College of Health professions, and as Chair of the Foundation Development Committee. Allen created Idaho Cold Cases to highlight unsolved homicides and missing persons cases. Strong ISU supporters, the Allen family has established a generous endowed scholarship in their name.

In 2015, after a 37 year career and 29 household moves, Art Beery retired as the US Central Region’s executive director of General Motor’s financial services division, GMAC, later known as Ally Bank. 

He started a second career in 2016 and is currently the General Manager and Managing Partner of Cole Chevrolet, Cole Nissan and Cole Kia in Pocatello, fulfilling his desire to return to Idaho after leaving the Boise area in 1996.  He holds a BA in Communications Regis University in Denver, Colorado. 

His work experiences so far have been incredibly rewarding, with opportunities to lead teams in sales, marketing, customer service, human resources, business development and retail and commercial underwriting. 

He admits the change from being responsible for corporate staffs of over 250 employees and managing $8 Billion in assets, to managing a small business staff of 85 employees and $25 Million in assets has been interesting, if not thrilling. He now understands the term “head bottle washer” much better and has really enjoyed rolling up his sleeves more often to help the businesses successfully operate. 

He has enjoyed the transition from corporate life to private business and has been impressed with the exemplary efforts of many local civic, business and educational leaders who are working hard to improve the way of life for so many residents of East Idaho. In the spirit of these strong leadership examples, he too has joined various organizations to contribute to the dynamic growth of this area.

He currently serves on the board of directors of the Pocatello-Chubbuck Chamber of Commerce, Bannock Development Corporation, 6th Judicial District Court Appointed Special Advocates (CASA) and the Mountain View Events Center (MEC). He has also been elected as a Pocatello Chief, serves in the Gate City Rotary Club and is the current president of the East Idaho Chevrolet Dealer Association.

He has been married to his beautiful bride for 42 years, has 4 children and 10 grandchildren, all who reside in all four time zones. He enjoys traveling, spending time with family and making new friends. He lists his hobbies as being a sports fan (especially the Chicago Cubs and the Idaho State University Bengals), refereeing high school basketball and getting lost on winding country roads with his wife while riding their Italian made Vespas. 

Foundation Board member, Stephen Beckley

Stephen L. Beckley, CEBS

Director

Stephen Beckley has over 40 years of experience working with student health care financing and insurance programs and conducting program reviews for College Health Programs. He was employed as a consultant for a major employee benefits consulting firm prior to founding Stephen L. Beckley and Associates (SLBA) in 1991 and Hodgkins Beckley & Lyon (HB&L) in 2006. As a team leader for HB&L's college health program consultations, Mr. Beckley specializes in conducting external and internal environmental assessment studies.

Mr. Beckley has served as a consultant to the America College Health Association’s Task Force on Insurance, and he is the primary author of several ACHA publications relating to student health care financing and insurance. ACHA's Standards for student health insurance/benefit plans were first adopted in 1997, and reauthorized in 2000, 2008, 2013, 2017, and 2020. He has written articles and provided presentations at national meetings for compliance with ACHA standards and best practices for student health insurance/benefits plans. He is nationally recognized as one of the foremost authorities on student health insurance/benefit programs and health and counseling services funding.

Mr. Beckley is a founding member and a co-organizer for the Lookout Mountain Group, a non-partisan organization devoted to considering health care reform for the college student population. He has conducted seminars and workshops at national and regional meetings on health care reform, college health program legal compliance, and student health care delivery and financing for ACHA, the National Association of Personnel Administrators (NASPA), the University Risk Managers and Insurance Association (URMIA), and other higher education associations.

Mr. Beckley has served as a member of the Idaho State University Alumni Association's Board of Directors. The Nursing Building at ISU is named for his mother, Helen Virginia Beckley.

Mr. Beckley is an avid motorcyclist and bicyclist. He has served as board member for the Fort Collins Cycling Club, and is also a licensed speech critic for the Colorado High School Activities Association, participating as a forensics judge at high school debate tournaments. He is married to Stephanie Beckley and they have two daughters, Rachel Virginia and Julia Nicole.

Education: Bachelor of Arts degree in Rhetoric and Public Address, Idaho State University. Certified Employee Benefit Specialist (CEBS), Wharton School of the University of Pennsylvania and the International Foundation of Employee Benefit Plans.

Troy Bell is President/CEO of TanaBell Health Services.  He holds a bachelor's degree in health care administration from ISU, as well as an MBA.  Bell served as chair of the Idaho Health Care Association and works with legislators on current issues facing Idaho healthcare.  His wife, Jamie, is also an ISU graduate and serves on the ISU Alumni Board of Directors.  Together, they own Kulak CrossFit.  As a student, Bell was a Bengal football star athlete.  The Bells are generous supports of Bengal Athletics and programs and scholarships within ISU's Kasiska Division of Health Sciences.

Mike Byrne

Mike Byrne grew up in Rigby and was a member of the Rigby High School graduating class of 1969. He earned his BBA in accounting and MBA degrees at Idaho State University and, in 2012, ISU awarded him an honorary Doctor of Letters.  Byrne retired as a Partner at PricewaterhouseCoopers.  He stays active in support of several charitable and service organizations including Rotary, and the Jefferson County Schools Foundation.  He is a Chair emeritus and a lifetime member of the ISU Foundation Board of Directors.

His tireless service to ISU earned him the President's Medallion in 2002.  In 1990, he received the College of Business Professional Achievement Award, in 2007, the Distinguished Alumnus Award and, in 2019, he was inducted into the Sports Hall of Fame.  Byrne has endowed several scholarships in honor of his parents, professors, and others whom he admired.  Through the years, he generously supported - and still supports - Bengal Athletics, the College of Business, and many other programs and scholarships.

Susan Campbell

Director, Investment Committee Chair

Susan joined the Foundation board in January 2022 and currently chairs the Investment Committee; she
also is a member of the Finance and Executive Committees. She is a graduate of Pocatello High School
and earned her BBA in Finance at Idaho State University. In June 2022, she retired from a successful 40-
year career in community banking with U.S. Bank and Bank of Marin, focusing on lending and providing
other banking services to non-profit organizations as well as for-profit retail, wholesale, manufacturing,
agri-business and investors in commercial and multi-family real estate. During her career she served on
the boards of many community organizations including the ISU Alumni Association, the ISU College of
Business Advisory Council, the Idaho Shakespeare Festival, Boise Racquet & Swim Club and the Mount
Baker Theatre. Just prior to her retirement she served as Treasurer of the Sonoma Valley Museum of
Art and as President, and later Treasurer, of her local Kiwanis Club.


Susan’s husband Gary also graduated with a degree in Finance from ISU. Together they established the
Dr. Bill Phillips Memorial Endowed Professorship in Finance, as well as the Dr. Bill Phillips Endowment
for Professional Development which has assisted hundreds of students throughout the University with
career etiquette, development and placement. They also endowed several scholarships in the College of
Business and ISU Athletics in the names of family members and others they have admired over their
many years of involvement with ISU.

A native of Burley and Ammon ID, Dave earned a bachelor’s degree in mathematics from ISU in 1994. He also holds a Masters of Applied Statistics degree from The Ohio State University.

After graduating in 1995, he worked at Capital One in Richmond Virginia where he eventually became the Deputy Chief Risk Officer. He then moved to Barclays Bank’s United Kingdom Retail Bank in London in 2007 as the Chief Marketing Officer. In 2009, the Jeppesen’s moved to Eagle, Idaho, and Dave started a successful international bank consulting business. Starting in 2012, he worked at Blue Cross of Idaho where he was the Chief Marketing Officer. He was appointed in January 2019 by Governor Little to be the Director of the Idaho Department of Health and Welfare, a cabinet position in the Governor's administration.  Dave retired in January 2024.

David has served on the ISU Foundation Board since 2012 and has been the Finance Committee Chair, Investment Committee Chair, Vice Chair, Chair and Past Chair. He currently serves as the Nominating Committee Chair.

David is married with 4 children and three grandchildren.

Marc McDonald, ISUF Board of Directors

Marc McDonald currently serves as the Chief Financial Officer and Treasurer of the St. Luke’s Health Plan, Inc., a wholly owned subsidiary of St. Luke’s Health System, based in Boise, Idaho. Marc is an action-oriented and pragmatic leader with a strong track record of performance in serving complex organizations in various industries, including the insurance industry. He thoughtfully and practically deploys situation-appropriate analysis, insights, and team approach to drive measurable results, organizational improvement, client service satisfaction, engagement, and enhanced decision-making. Leading teams in resolving multiple and complex issues and motivating team members to peak performance has and continues to be a focus of Marc’s career.

Prior to joining St. Luke’s Health Plan in 2022, he was the Senior Vice President and Chief Financial Officer at United Heritage Insurance in Meridian, Idaho and a Managing Director at Deloitte in various locations. Marc earned a Bachelor of Business Administration in Accounting and Master of Business Administration from Idaho State University and is a Certified Public Accountant. Marc is passionate about his involvement in the communities and state he lives in, including recent or past Board or Executive Committee membership at organizations such as the Idaho Technology Council, the Idaho Life and Health Guaranty Association, the Idaho State University Foundation Board, and the Idaho State University Accounting Program.

Bill McNabb

Bill McNabb is the owner of McNabb Grain and Trucking, which serves Idaho, Utah and Oregon, and McNabb Farms, specializing in cow-calf and grain operations. He holds a bachelor’s degree in Accounting from BYU.

 McNabb has been a long-time generous supporter of Bengal Athletics, providing both cash donations, as well as trucking and storage services for ISU football turf.  A leader in his church, McNabb has served as Stake President for the 2nd Stake of the LDS Church.

A Pocatello native, Steve graduated from ISU in 1980 with degrees in Business Marketing and Business Management followed a decade later with an Accounting Emphasis MBA from Westminster College in Salt Lake City, UT.   After working for several national hospitality concerns Steve and his wife Cinthia purchased their first hotel in 1998.  They now own and operate a dozen hospitality and housing entities in Idaho and Montana along with a share of the FairBridge International lodging membership organization.  Having served in leadership positions with the State of Idaho Governor's Travel and Tourism Board, Idaho Lodging Association and Pocatello Chamber of Commerce Steve now spends his time directing his company and enjoying his ranch in north Idaho.  He oversees ISU's Rice Family Scholarship Endowment and was the major contributor for the renovation of the "I" in 2020.

Steve Skaggs grew up in Pocatello and graduated from ISU in 1982 having earned a BBA in Accounting. He began his professional career with Deloitte & Touche, retiring in 2006 as the Managing Partner of the firm’s Boise office. For the past ten years Mr. Skaggs has served as the Chief Audit Officer for St. Luke’s Health System.

Skaggs is a member of the American Institute of CPA’s, the Idaho Society of CPA’s, and the Institute of Internal Auditors. An active member of the community, he has served on the board of directors of the Treasure Valley YMCA, Boise School District Education Foundation, FUNDSY, Idaho Chapter of Healthcare Financial Management, and Hillcrest Country Club. He currently serves on the Dean’s Advisory Board for the ISU College of Business,the YMCA’s Endowment Committee, and the Audit Committee of the State Board of Education.

Skaggs wife, Pam, also graduated from ISU. Given the outstanding education both of them received, they have endowed a scholarship in the ISU College of Business.

Board Member Alan Stanek

Dr. Alan E. Stanek, DMA, is professor emeritus of the ISU Department of Music, and the former chair of the department (1976-2001). From 1976 to 1980, he was the conductor/music director of the Idaho State-Civic Symphony. From 1980 until his retirement in 2001, he served as principal clarinetist of the Idaho State-Civic Symphony. Dr. Stanek is an active member of the International Clarinet Association having served as its president from 1996 to 1998 and the historian for the association. In addition to guest art­ist appearances at ICA ClarinetFests® held at major universities in the United States, he has performed internationally in France, Belgium, and Hungary. Dr. Stanek was a consultant in higher education in music and a visiting accreditation evaluator for the National Association of Schools of Music (NASM).
He was a founding member and Director of Citizens Community Bank in Pocatello. Dr. Stanek was honored with the Idaho Governor’s Award for Support of Arts Education in October 1998 and was inducted into the Idaho Music Educators Hall of Fame in January 2006. He received the President’s Medallion for outstanding accomplishments, exceptional service and personal generosity which reflect the admirable principles and ideals which bring distinction to ISU in 2017. More recently, the International Clarinet Association awarded Honorary Membership to Dr. Stanek for Lifetime Achievements in Performance, Teaching and Professional Service in July 2019. Stanek is a long-serving Pocatello/Gate City Rotarian and current member of the Suburban Rotary of Omaha where he is song leader and a Trustee of the Suburban Rotary Foundation.

Zak has worked in the mental health field for 20 years upon completing his Bachelor's Degree in Psychology in 2001. He went on to complete his Master's Degree in Mental Health Counseling from Idaho State University in 2007 and has been Licensed in the State of Idaho since.

Zak has extensive leadership experience in the mental health field; having been involved with developing Case Management, Credentialing for Medicaid and insurance companies, development of CBRS programs, and various advocacy groups in Idaho in the past.

He currently operates as Executive Director for Pearl Health Clinic and Pearl Supportive Living, overseeing the delivery of all Mental Health Services. Additionally, he is a Level 2 Gottman Therapist and enjoys particularly working with couples. He has provided mental health training and service in multiple international settings. 

He incorporates Christian beliefs into his practice when clients are seeking this perspective and values helping all families restore broken relationships. Zak has been married for 20 years to his lovely wife Sarah. They have 2 children together and enjoy traveling, outdoor activities, cooking together, and cheering on the Green Bay Packers.

Michael Watson

Michael Watson is the Chief Marketing Officer at Idaho Central Credit Union, one of the
fastest growing credit unions in the nation. He oversees the overall marketing
operations of the Credit Union including planning, budget administration, team
management, media, community development, sponsorships, facilities, wealth
management, and building the ICCU brand.


Michael began his career with ICCU in 2000 to work in the Business Development
department. In 2004 he became Marketing Manager, and then VP of Marketing in 2016.
In 2019 he was promoted to CMO. When he started with Idaho Central the credit union
had $150 million in assets. Today ICCU has over $11 billion in assets.


Michael earned a bachelor’s degree from Idaho State University with a double major in
Marketing and Business Management. In addition to serving on the ISU Foundation
Board, Michael also serves on boards for the Idaho Governor’s Cup, Regional
Economic Development for Eastern Idaho (REDI), and the Pocatello D.A.R.E. He is a
long-time resident of Pocatello. He and his wife, Lisa, have four children. Michael enjoys
spending time with his family, especially outdoors.

Robert Wagner

President, Idaho State University

Dr. Robert W. Wagner became Idaho State University’s fourteenth president in January, 2024.  Dr. Wagner joins ISU after nearly 17 years at Utah State University, serving most recently as Executive Vice President and Chief Operating Officer and previously as the Vice President for Academic and Instructional Services, Assistant Vice Provost, Vice Provost, Executive Vice Provost, Executive Director for Distance Education and Dean. Before his time at USU, Dr.  Dr. Wagner served as a Special Assistant to the President for the State University of New York at Albany, focusing on government relations and special projects.

 

Dr. Wagner’s administrative experience includes institutional strategic planning, enrollment management, many aspects of the student life cycle including recruiting, admissions, financial aid, student orientation, retention, and completion, academic programming and faculty development, cross-institutional collaboration, community engagement, innovation in higher education, fundraising, student achievement, and government, industry and community partnerships. He has served on several national boards, including industry advisory panels, higher education associations and served as chair of the Utah Education and Telehealth Network Governing Board. Dr. Wagner's dedication to education originated from applying personalized learning models for students with disabilities within the Church of Jesus Christ of Latter-day Saint’s educational system. 

 

Dr. Wagner has a bachelor’s degree in psychology from Brigham Young University, a Master’s of Public Administration from the University of Utah and a Ph.D. in political science (public policy and public law) from the Rockefeller College of Public Affairs and Policy at the State University of New York-Albany with an emphasis in university, industry, and government relations.  He also earned higher education leadership certificates from Harvard University and Arizona State University-Georgetown University.

 

Dr. Wagner and his wife, Tracy, are the parents of five adult children and three grandchildren.

Dr. Brenda Jacobsen, PhD

ISU Faculty Representative

Dr. Jacobsen is an assistant professor in the Department of Organizational Learning and Performance in ISU’s College of Education, overseeing career and technical education. She holds a bachelor’s and master’s degree from ISU and a PhD from the University of Idaho, College of Education with an emphasis on Teaching and Learning in Higher Education, Adult and Organizational Learning. Jacobsen serves on many Professional Standards Committees through the State Department of Education including Business Technology, Family & Consumer Science and Online Teaching and is the liaison to the Idaho Division of Career and Technical Education for the College of Education.
 
Jacobsen serves on the national board of trustees for Business Professionals of America, has been the National Intern Coordinator for since 2006 during the National Leadership Conference and is Conference Chairman of the Western Business Education Association 2018 regional conference. She holds memberships in numerous professional associations that support Career and Technical Education, Business Education and Family & Consumer Science.  
 
Jacobsen is a generous and long-time supporter of the I Love ISU Scholarship and programs within the Colleges of Education.
