Dave Jeppesen

Director

Dave Jeppesen is a retired executive and former public sector leader with 29 years
of experience spanning healthcare, government administration, financial services,
and global marketing. Most recently, he served as Director of the Idaho Department
of Health and Welfare, overseeing the state’s largest agency with over 3,000
employees and a $5 billion annual budget. In this cabinet-level role, he led critical
public health operations and statewide human services programs, directly impacting
one-third of Idaho’s population annually.

Before entering public service, Dave held several executive roles at Blue Cross of
Idaho, including Chief Strategy and Innovation Officer and Chief Marketing Officer,
where he managed brand strategy, provider networks, product development, and
customer experience. Earlier in his career, he led marketing and direct response
operations at Barclays Bank in the UK and founded Surrey Group, LLC, a consulting
firm focused on marketing strategy and analytics for the financial services industry.

Dave holds an Honorary Doctor of Humane Letters degree from Idaho State
University, a Master of Applied Statistics from The Ohio State University and a
Bachelor of Science in Mathematics and Statistics from Idaho State University. His
career reflects deep expertise in analytics, strategy, marketing, and organizational
leadership—paired with a commitment to public impact and systems-level thinking.
