ISU College of Technology Director Earns Fulbright Award to Advance Nuclear Energy Education in the Philippines

Idaho State University’s College of Technology is pleased to announce that Vince Bowen, MPA, executive director of the Energy Systems Technology Education Center (ESTEC), has been granted a Fulbright Specialist Program award by the U.S. Department of State and the Fulbright Foreign Scholarship Board. Bowen will travel to the Philippines to complete a project at the Technical Education and Skills Development Authority (TESDA) focused on engineering education.
The initiative aims to facilitate knowledge exchange and establish long-term partnerships that benefit participants, institutions, and communities in both the United States and the Philippines. Discussing the impact of this mission, Bowen stated, "My work will lay the foundation for building and operating nuclear power plants in the Philippines to benefit the people of the Philippines in creating a more secure and reliable source of electricity, as 80% of their power comes from fossil fuel."
During this project, Bowen will validate nuclear training requirements and identify the skills necessary for nuclear reactor work. He will also present various nuclear topics to high-level political appointees and serve as a panel member addressing the entire lifecycle of nuclear programs, from the initial conception and manufacturing of fuel to reactor operations and waste management.
This international collaboration will directly enhance academic offerings at Idaho State University. The insights Bowen gains will be used to develop new credentials for nuclear support positions, ensuring that a wide range of roles, from janitorial staff to engineers, have the necessary nuclear knowledge.
Bowen is one of over 400 U.S. citizens who share their expertise with foreign institutions through the Fulbright Specialist Program each year. Recipients are selected based on their academic and professional achievement as well as their demonstrated leadership within their field.
The Fulbright Program is the flagship international educational exchange program sponsored by the U.S. government. Since its establishment in 1946, it has provided more than 400,000 participants the opportunity to study, teach, and exchange ideas to find solutions for shared international concerns. Fulbright alumni include 60 Nobel Prize laureates, 88 Pulitzer Prize recipients, and 39 who have served as a head of state or government.
