Jonathan Gaddy

Jonathan W. Gaddy is a Clinical Assistant Professor in the Homeland Security and Emergency Management (HSEM) program at Idaho State University. Trained in physical and social science, Jonathan has spent his career leveraging scientific and technical expertise to tackle complex challenges in disaster resilience, response, and recovery. He is an experienced emergency manager, homeland security executive, and educator with proficiency across the emergency management policy and programs portfolio. He has been engaged in numerous disaster responses, technological hazards programs, and resilience and mitigation initiatives and is a subject matter expert on emergency management policy, operations, and practice. His research interests include emergency management doctrine and program management, community resilience, technology in disaster operations, and national security strategy.

Before joining ISU, Jonathan served as Assistant Director and Deputy Director/Chief of Staff at the Alabama Emergency Management Agency from 2018-2022. He was responsible for managing all aspects of agency operations and administration. His significant events at AEMA included major disasters such as the COVID-19 pandemic and Hurricane Sally in 2020. He also led organizational realignment and strategic planning efforts to increase operations efficiency and leverage the EMAP standard in increasing stakeholder involvement in the state's integrated emergency management program. 

Jonathan served as the Director of the Calhoun County Emergency Management Agency in Alabama from 2011-2018, where he previously served as a WMD planner and operations manager. While at the county, he managed the community's participation in the Chemical Stockpile Emergency Preparedness Program (CSEPP). With the end of CSEPP in 2012, he restructured the agency and helped the community transition to a sustainable, all-hazards emergency management program.

In addition to working in emergency management, Jonathan has served as a National Disaster Medical System member since 2008 and was an Adjunct Instructor in Jacksonville State University's emergency management program from 2016-2022. Additionally, he is a member of the International Association of Emergency Managers (IAEM) and was appointed by the president of IAEM as a liaison to FEMA's national training programs from 2018-2021. Jonathan holds a Bachelor of Science in Geography from Jacksonville State University (2010) and a Master of Arts in Security Studies from the U.S. Naval Postgraduate School's Center for Homeland Defense and Security (2016).
