PART 1             GOALS AND FUNCTION OF ISU RODEO PROGRAM 
The main goals and functions of ISU Rodeo Program are as follows: 

A. Through rodeo, help students get an education.  The most important goal as a student and rodeo athlete is to be successful as a student at Idaho State University. 

B. Develop and teach students about the rodeo business, competition, mental attitude, self discipline, responsibility, rodeo promotion, rodeo production and the care of livestock. 

C. Produce competitive teams of which ISU, Pocatello, and the State of Idaho can be proud. 

D. Develop a positive attitude among all ISU rodeo athletes, whereby there is comradeship, sportsmanship, team spirit and a sense of fair play.

PART 2               ISU'S GENERAL RULES FOR RODEO ATHLETES 
A. At the beginning of fall and the spring semester, a P.E. 120 Rodeo Club meeting will be held, and all enrolled student-athletes must attend.  They must sign a Letter of Agreement.  Signing this agreement indicates that they understand the rodeo rules, the regulations,  requirements, activities, and policies of the rodeo program; and that attendance is  required at all activities.   By signing the Letter of Agreement, student athletes will  acknowledge that they fully understand the requirements to be a member of the ISU Rodeo Club. 

B. Forms needed at the beginning of each student's involvement and each successive semester thereafter are as follows: 
   1. Schedule of classes in which student is currently enrolled. 
   2. Address card, which includes both home and school information for the athletes and his/her parents. 
   3. NIRA membership form. 
   4. Transcript of all college work and grades. 
   5. Verification of high school graduation, if not a graduate the date of entry into the ninth grade(only for first year in the NIRA--See below). 
   6. Rodeo Team Club membership dues of $20.00 each semester must be paid by that semesters Fee Payment Deadline. 

C. Each student must apply for and receive an NIRA card. Since it takes 30 days to receive an NIRA card, you will be allowed to practice until Sept. 30 of each year without a card. After that date there will be no practice without a NIRA Card.  Also without a card you cannot enter any college rodeos.  Practice for spring semester will start in mid Jan. and you should already have a NIRA card by that time if you want to practice or compete in college rodeo. Exceptions will only be given to new club members starting school in January or individuals approved by the club and /or advisor. 

D. Rodeo Team Club members schedule of classes, address card, NIRA membership form, transcript of all college work and grades verification of high school graduation transcripts if freshman, and letters of intent, must be picked-up and completed by FEE PAYMENT DEADLINE  each semester to be eligible to practice and compete in college rodeo for ISU.

PART 3               NIRA'S GENERAL RULES 
A. Each student must have a form on file with the NIRA National Office confirming the date of high school graduation. 

B. A college student has six consecutive years from the date of high school graduation to use his/her four years of NIRA  eligibility.  There are some exceptions to this rule.  See the Rodeo Club Advisor for an interpretation. 

C. Except for incoming freshmen, a transcript of all college work and grades must be on file at the NIRA office. 

D. At all tines during NIRA competition, a minimum of 12 units of college credits must be carried.  At least 12 credits must be completed to be eligible for subsequent semesters or quarters.  In addition, a GPA of 2.00 or better must be maintained for the previous quarter/semester or accumulated for all college grades to remain eligible.

PART 4              CONDUCT NOT ALLOWED 
A. Cheating or attempting to cheat in rodeo has no place in ISU college rodeo.  Anyone found guilty will be penalized by the coaching staff and/or advisor, and may be referred to the Dean of Student Affairs for disciplinary action. 

2. Actions that could be viewed as inappropriate conduct or being disrespectful of ISU, the ISU Rodeo Program, or the individuals representing or participating in the ISU Rodeo Program will be considered a Disciplinary Problem and be dealt with through the actions assigned by the Advisor or Coach. The advisor may turn over the problem to the Rodeo Team Executive Committee and their ruling will be final and enforced. Penalties for infractions will be handled on a case by case scenario, through the Disciplinary policy guideline or by such means as laps around the arena, monetary fines, or Rodeo Team Community Service Projects that will benefit the ISU Rodeo Program, or suspension for limited or extended time periods from NIRA competition, and may include suspension from club practices.

PART 5              SELECTION TO AND SCHOLARSHIPS FOR THE ISU RODEO CLUB 
A. Both men and women's teams will be selected from all eligible student-athletes by the coaches and the advisor. 

B. ISU's Rodeo Program has a limited number of scholarships at the present time, therefore, no freshman students will receive scholarships until he/she has completed at least one semester and proven him/her self capable of meeting the NIRA guidelines and meets the expectations on ISU Rodeo Program. If a freshman meets these requirements his/her promised scholarship will be paid in full the students next semester.  Exceptions to this rule are the out-of-state tuition waivers. 

C. Returning students may earn a scholarship for the next NIRA season.  The following scholarships and formulas will be used to establish amounts of scholarships: 
   1. Out-of-state Tuition Waivers-The Rodeo Club has 3 out-of-state tuition waivers which will be awarded yearly to three individuals from out-of-state as specified in a Letter of Intent. 
   2. Out-of-State Tuition Reduction-Idaho participates in the Western Undergraduate Exchange(WUE) and students from member states may attend ISU for 150% of in-state tuition.  Part of a scholarship package may include the reduction of this tuition to the same as in-state tuition.  Contact your counselor to see if your state is a member of the WUE. 
   3. Out-of-State Reciprocal-ISU participates in reciprocal agreements with Utah and Washington.  A limited number of students from these states may attend ISU and have the out-of-state tuition waived.  These are by application to the admissions office of ISU. 
   4. Team Scholarships-Members of the men's team and women's team will be awarded scholarships on a percentage basis providing the team finishes in the top three in the nation.  The minimum amount of money available will be in the amount of 2,400 for the men and 1,500 for the women for first place;  1,600  for men and 1,000 for women for second place;  and 800 for men and 500 for women for third place.  This is based on 1993 national awards and is subject to change each year.  The following percentage breakdown is utilized to insure a equitable distribution of scholarship money for both the men's and women's teams. 

Men's Team: 
Most points scored      31% 
Second most points     19% 
Third most points     14% 
Fourth most points     13% 
Fifth most points      12% 
Sixth most points     11% 

Women's Team: 
Most points scored     50% 
Second most points     30% 
Third most points     20% 

5. National Sponsorship-ISU will receive money for each individual placing first or second in the region and in the CNFR.  These monies will be awarded to the individual for the next academic year providing the individual maintains eligibility. 

6. Transfer Scholarships-Individuals transferring to ISU from two year colleges can participate in any of the above scholarships as agreed to in the recruiting process.

PART 6              DUTIES AND RESPONSIBILITIES OF SCHOLARSHIPPED CLUB MEMBERS 
A. Will be required to represent ISU Rodeo Team at ASISU senate meetings at least once each school year. 

B. May not turn down nomination of club offices, and if elected, must preform their elected duties to the best of their abilities. 

C. Must attend club meetings and practice. 

D. Must attend all club fund-raises and workdays. 

E. Must maintain ISU Rodeo Club and NIRA eligibility or you may be required to refund your scholarship for that semester  and may be ineligible for scholarship the next semester.

PART 7            TRAVEL AND LODGING 
A. The travel policy at Idaho State University includes motels and milage, for all individuals in good standing, that are selected to the rodeo travel squad based on points. Club pays for 8 men and 8 women. Guidelines are as follows: 
   1. Motels-The Rodeo Program will rent 2 rooms for the men’s team, 1 coach and advisor, and 2 rooms for the women’s team. The eight men and women selected to the travel squad must follow Handbook rule Part 4 Conduct rules and Guidelines # 4. 
   2. Gas- .13/mile for single vehicle 
.15/mile for two horse trailers 
.18/mile for three horse trailers 
.21/mile for four horse trailers 
.24/mile for five horse trailers 
.27/mile for six horse trailers 
*Trailers must be full to receive full amount of gas money 

B. This represents minimums based on funding through the ASISU budget process.  Supplemental monies are generated through fund raising efforts of the club members. 

C. Travel and Lodging is not available to club members not participating in the rodeo.  Exceptions will be made for members helping at the rodeos, such as filming the performances. 

D. Travel arrangements must be made two weeks prior to the rodeo at the weekly meeting.  No changes will be accepted after Monday. 

E. Club members requesting lodging must use that room , failure to use requested space will result in being fined for your portion of the room cost. NO NON-ISU RODEO CLUB MEMBERS WILL STAY IN ROOMS PAID BY ISU.

PART 8            EXECUTIVE COMMITTEE 
A. The Executive Committee will be comprised of the clubs President, Vice President, a Women's representative, and two men representatives (one timed event and one roughstock). 

B. Club members cannot hold any elected office if they do not hold a current NIRA card and maintain eligibility.

PART 9           CLUB MEETINGS 
A. Club meetings will be held one night each week , the exact day will need to be arranged the first week of each semester. 

B. Mandatory attendance for members receiving scholarships. 

C. Mandatory attendance for students in P.E. 120 
- grades will be based on attendance and participation. 

D. Mandatory for non-scholarshipped club members to either; 
   1)  Attend the weekly meeting 
   2) Or sign-off on the sheet posted next to the minutes in the Wilderness Rental Center, that you have read the minutes.

NOTE If you are not attending the club meeting,  you won’t be able to vote on issues that may affect you.  Therefore you have no reason to complain if you don’t like the way business is being conducted. Also this is a Handbook written to give general guidelines for Rodeo Athletes competing for ISU Rodeo Club. Not all situations or problems can be dealt with in this handbook.
