AMERICANS WITH DISABILITIES ACT (ADA) STATEMENT

In an effort to become more compliant with ADA statutes, every attempt should be made to include the following statement on any advertising or marketing print material:

IMPORTANT RESOURCES FOR STUDENT ORGANIZATIONS

 

ASISU Liaison

Every recognized student organization at Idaho State University has an appointed student senator.  This senator acts as your link to the Student Senate.  Your liaison should be familiar with your organization, its special needs, and current issues within the group.  It is very important that your senator has this information because they will act as your voice in senate meetings and stand behind your group and your group=s interests.  Your liaison can be particularly helpful during periods of funding, since they know the unique needs of your organization.

 

  If you have any questions regarding who your liaison is, please call the ASISU office (282-3435).   If you have any further questions contact the current senate protempore at the ASISU office or the Vice President in the ASISU office.

 

A Statement from the Senate:

One of the biggest assets for an organization is your Senate Representative.  You have the opportunity to work with your Representative and familiarize yourself with student government.  More importantly, you and your organization have an opportunity to meet your needs through communication and regular meetings with your Representative.

 

This year=s Student Senate is committed to working with student organizations.  They are willing to do whatever it takes to meet with you on a regular basis.

 

Interclub Council

The Interclub Council is designed to unite the student organizations.  It provides an atmosphere where the leaders or representatives of the groups can come and join other leaders in gaining new and helpful information.  Often, there will be guest speakers on topics such as use of funds, developing a budget, fund-raising, and other specific topics.  The council can help group leaders keep in touch with current events, find out important information (like funding dates!).  The meetings usually last only 45 minutes, are very informal, and refreshments are most often supplied.

Chartwells Food Services

Chartwells provides food services for ISU at the Student Union and Garrison-Turner dining facilities.  Meeting breaks, barbeques, served meals, and everything in between can be arranged for your organization. Chartwells can help you plan and run a successful event. Chartwells is committed to accommodating the needs of student organizations.  They will help provide food at a low cost, work to stay within your budget, provide advice and materials for good food presentation, and help you with any fund-raisers that involve food.  Chartwells can provide snacks to be sold in the PSUB lobby or large banquets for a big fund-raiser. Making use of Chartwells skilled and experienced staff would benefit your organization.  You must obtain a food service purchase order from the ASISU Office to pay for Chartwells services.

Why do we have to use Chartwells on campus?  When your organization uses Chartwells, you help keep the costs lower for all of the services that Chartwells provides.  If you have any questions or would like to discuss arrangements, the Food Services General Manager and Catering Manager are happy to work with the student organizations (282-2242).

 

Organization Fairs

The Student Organization Fair is held once each semester.  When the weather permits, it is held outside on the Quad.  Refreshments and music are provided.  The Fair attracts large crowds, which benefit your organization.  The Fair is usually held from 11:00 am - 1:00 pm within the first three weeks of the semester.  The Fair can be an excellent tool for increasing the awareness of your group, recruiting new members, advertising upcoming events, and fund raising.  Those wishing to participate must register ahead of time (registration forms are given to all organizations in their mailboxes).  Call the Student Organizations Office at 282-3451 for more information.

 

Residence Hall Association

The Residence Hall Association provides programming for all residence hall students.  This is a great resource for your organization.  If you would like to recruit students for your organization, the Residence Hall Association can work with you to provide information to a large number of students on campus.  They also work with student organizations to co-sponsor programs on campus.

The Residence Hall Association sponsors a weekly program called FYI Wednesdays.  Every Wednesday from 11:00 to 1:00 a student organization is invited to set up a table in the residence hall dining area.  The organization members participating receive a free lunch in return for handing out information and answering questions about their club or organization.  This is a great way to inform students about your organization, recruit new members, and advertise for upcoming events.  Not only is this great APR@ for your organization, you get free lunch!  If you are interested in this program or working with Residence Hall Association in any other capacity, contact the Coordinator of Residence Education (282-5770).

POND STUDENT UNION

Pond Student Union (PSUB) houses most offices associated with Student Affairs.  It is also a central place for student activity.  Student organizations often make use of the PSUB for meetings, events, fund-raisers, and many other student associated activities.  It is important for your student organization to be aware of the resources, policies and procedures of the PSUB.  student organization are granted many privileges within the PSUB.  Following is important information regarding the PSUB.  If you have any further questions regarding PSUB resources, policies, or procedures, please contact the Student Activities Center (282-3451) or the PSUB Directors office (282-2427).

 

STUDENT LEADERSHIP & INVOLVEMENT CENTER 

The Student Leadership & Involvement Center is a great place for student organizations to call their own.  The Center is connected to the Pond Student Union at the southeast corner of the third floor.  There are many resources within the Student Leadership & Involvement Center for student organizations to utilize including the ASISU Program Board and the Student Organizations Office.  To make the most of your student organization, we recommend that you become familiar with the Student Leadership & Involvement Center and its staff.  They are there to help your organization thrive!

 

Student Organization Mailboxes

All organization mailboxes are located in the Student Leadership & Involvement Center.  The mailbox area provides increased communication between ASISU and the student organizations, and among the organizations themselves.  This is a great way to let the other organizations know about any events and activities of which they may be a part.  Each organization should elect someone to be responsible for checking the organization mailbox at least once per week.  All mailboxes are purged at the end of the month.  While a file of all information placed in the mailboxes is accessible, the best way to stay up-to-date of current organization events is to check your mailbox regularly!

 

Meeting/Work Areas

The organizations have priority to all meeting areas within the Student Leadership & Involvement Center.  Only under special circumstances will the area be available to any group other than a student organization.  The area has enough room to seat approximately 50 people.  There is a marker board, a nearby network connection, tables and supplies available.   Other aids are available through the Scheduling & Event Services Office.  The Scheduling and Events office can schedule this area for you. 

The Student Leadership & Involvement Center provides work space and supplies for poster/banner making for all student organizations.  You are also granted the privilege to obtain free copies (100 per semester) and access to a graphic artist to design posters for your organization.  Contact the Student Leadership & Involvement Center two weeks in advance to arrange a meeting with the graphic artist (282-3451). 

 

Storage Units 

Twenty lockable storage units are available to organizations.  Five (4) units are locker sized, sixteen (16) are smaller cabinets.  Organizations must follow these procedures to activate a locker:

Each organization must provide an authorized member usage list to the Student Organizations Office.

Each Organization must fill out an application for Student Organization Storage Cabinets.

A member requesting the key to a locker must have their name on this list or access will be denied.  The student must check out the key indicating date and time of use.

The space allocation committee will determine who is eligible for cabinet space based on the following criteria:

* Is the organization registered

* Registration on time

* Participation in events

* How the space will be used

* When was the space last accessed

Leadership Library

The Leadership Library currently contains more than 100 books, 25 videos, and 100 audio cassettes tapes on leadership topics.  Current lists of resources are available on handout sheets in the Student Leadership & Involvement Center or may be viewed on the Leadership web-site at www.isu.edu/departments/stunion.  These materials are available for free checkout with an ISU I.D. card.  Books may be checked out for up to two weeks.  Audio cassettes may be checked out for up to one week.  Videos may be checked out for up to three days.

STUDENTS= COMMUNITY SERVICE CENTER

The Students= Community Service Center (SCSC) is located on the second floor of the PSUB.  The SCSC is a great resource that can connect your organization members with service projects in the community. 

The role of the SCSC is to actively recruit students from all disciplines to volunteer their time and apply their talents in a broad range of social programs.  They design and implement Aspecial service projects@ on and off campus for student participation.  Also, they provide technical assistance for students wishing to initiate new programs.  They encourage and facilitate the cooperation of many campus groups to work together in community service.  Some of their ongoing projects include Into the StreetsCa  national project for student volunteers and Project TurnaroundCa  program to assist at risk youth.  They also do ongoing work with C.A.S.A, School District #25, Head Start, Women=s Advocates, and Aid For Friends.

Working with SCSC is a great way to get your organization recognized on campus and in the community.  It=s also a worthwhile way to raise some extra money and assist in meeting the needs of your community.  If you have any questions or would like to be part of a service project, please contact the Students= Community Service Center (282-4201).

POND STUDENT UNION RESOURCES & POLICIES

PSUB Bulletin Board Policies

On the lower level of the PSUB the bulletin boards located in the Post Office and at the Lower Level Quad entrance are available for use by students, faculty, and staff to advertise ISU sponsored events and other information.  Individuals may post only community and private information (e.g. fund raisers, food drives, high school events, and private/personal sale of items) on either of these boards.  The only bulletin board available for use by local businesses to post notices of sales and pertinent information of interest to the campus community is the board at the Lower Level Quad Entrance.  No non ASISU election postings permitted on these boards.

When a table is reserved by a political candidate (or a political party=s student organization), political flyers and posters can be hung from the table used by the respective political party=s student organization and by the candidate.  These must be removed when the table is vacated by the candidate.  This is the only location within the Pond Student Union that this can be done.

All bulletin board materials must go through the Scheduling & Events Service Office and must adhere to the following guidelines:

1.  Contact the Scheduling & Events Services office (located down the hall to the left of the Information Desk on the second floor of the PSUB) for approval 282-2297.

2.  The Scheduling & Events office will stamp and date two posters, one per bulletin board.

3.  The posters should be no larger than 17@ x 22@ and professionally printed.

4.  The individual making the request is responsible for hanging the poster, one per bulletin board.

5.  Information will remain up until the event has taken place or for a two week period, whichever is shorter unless otherwise authorized.

6.  The Scheduling & Events office will monitor and discard expired posters.

7.  Unauthorized posters will be discarded.

Easel/Banner Procedures

Limited banner and easel poster space is available in the Main Lobby of the Pond Student Union to advertise special events sponsored by recognized student organizations and departments.

The guidelines listed below must be followed:

1. Contact the Scheduling & Event Services Office (282-2297) to reserve a space before making your banner or easel poster.

2. An organization/department may display one banner or easel poster at a time (if space is available.)  It will be stamped and dated by the Scheduling Office.

3. The banner may be no larger than 4' (L) x 5'(W) and the easel poster no larger than 22" x 28".

4. Each banner or easel poster will remain displayed until the event has taken place or for one (1) week, whichever is shorter.

5. The Scheduling Office will monitor and discard expired banners or easel posters.

6. Unauthorized banners or easel posters will be discarded without notification to the organization/department.

 

Reserving Space in the Main Lobby of the PSUB

Student Organizations

The Student Union has available space in the main lobby for student organizations to do fund raising, to feature displays, and to provide information.  All arrangements for use of this space must be made through the Student Union Scheduling and Events Services office.  Those using this space must adhere to the following guidelines:

1. Displays and sponsor should not interfere with walkways or occupants of other tables.

2. Tables may not be scheduled in excess of five (5) consecutive school days.

3. The Program Board wall calendar may not be used to hang materials.

4. Volume of VCRs, tapes or other audio equipment shall not interfere with table or lobby occupants.

5. Materials may be left on tables overnight if the sponsoring organization has the same table scheduled for the next day, and if accompanied by a sign identifying the student sponsoring organization.

Political Candidates (ASISU Elections Exempt)

The Student Union has available space in the main lobby for candidates for political office to campaign and provide information.  The candidates for political office may be sponsored by either the Office of University Relations or by a recognized student organization.  Those using this space must adhere to the following guidelines:

1. Displays must not interfere with walkways or occupants of other tables.

2. Candidates, when approaching students and other student union patrons, should respect the parties willingness to interact, decline materials or limit further conversation.

3. Candidates are asked to not impede the normal traffic flow within the student union. Candidates may circulate within the lobby area, as well as utilize the table space which is reserved, however a normal and reasonable flow of traffic should be maintained.

Room Reservations in the PSUB

The Pond Student Union is able to accommodate a wide variety of special events.  Its size, venues, staff, and AV support capabilities are available for use by the University community and outside groups.  The Scheduling & Event Services office is available to assist in planning your group=s event (282-2297). 

All room reservations and other reservations will be made through Scheduling & Event Services.  Scheduling and Event Services will coordinate the scheduling in keeping with the wishes of the Student Union Director.

Who may make reservations:

1. Official members of a registered student organization my make room reservations for functions of their group.

2. University faculty and staff members may make reservations for University departments or guest groups for which they are serving as an official University host.

3. Reservations for community or non-university groups will be made only with the approval of the Director and in accordance with established policies for serving such organizations

4. Due to high demand for space in the PSUB, individual students are not permitted to schedule rooms or facilities in advance.  If available on the day needed, the space may be requested through Scheduling and Event Services.

Special Services

1. Groups must request chairs, tables, audiovisual equipment, and other room setups at the time reservations are made.  All such requests must be made through Scheduling & Event Services.

2. Groups will be charged for the cost of any special setup above and beyond the normal service provided by the Union.

Priority Scheduling Dates

In order to provide a timetable for specific priority scheduling, the following dates have been established.  After each date the next priority may schedule events.

A.        Priority I- Official University Dates- Any time prior to April 1st.  Priority dates include but are not limited to:

1.  Academic Dates

(a)        Admission, University dates, registration

(b)        Graduation

(c)        Vacation and holiday

2.  President=s official functions (Development, State Board of Ed, etc.)

3.  Orientation

4.  Homecoming

D.        Priority II- Major Campus Activities- Starting April 1st

1. Associated Students Events, Finance Committee

2. Program Board Events

3. Departmental Concerts and Theater Productions

4. Resident Hall Events

5. All University functions- open events

6. Fraternity and Sorority events

7. Regional or State conferences

8. Continuing Education Programs

I.          Priority III- Other Campus Activities- Starting April 15th.

1. Recognized student organizations events and meetings

2. Departmental and faculty events and meetings

3. University-affiliated organizations (example: Bengal Foundation)

D.        Priority IV- Educational Program Sponsored by Community Organizations- Starts May 1st

1. Elementary and high school dances and banquets

2. Civic club

3. Professional organizations

D.        Open Scheduling- May 15th.  After May 15th, priorities are no longer in effect and equal scheduling will be given to all parties.

1. Exceptions will be made to this policy when an organization sponsors a program that would involve multiple areas of the University community.  Organizations will be accommodated and facilities reserved one to five years in advance to allow adequate planning time.

2. Neither credit nor non-credit classes are to be scheduled in the PSUB on a continuing basis, except for Student Union initiated classes.

 

Major affairs directly under the sponsorship of the Associated Students of Idaho State University (ASISU), faculty, staff, and/or a recognized student organization will not be charged for use of rooms.  However, the Director reserves the right to approve only such schedules as can be absorbed by budget provisions.

 

Reservation Procedures for Major Entertainment Events in the PSU

The Pond Student Union can serve each group only to the extent of the information provided.  Please be accurate in requesting reservations and setups and follow these procedures in order for us to aid you to the greatest extent possible and for your event to be as successful as possible.

1. Deadline:  Reservations must be completed with all event information and returned to the Scheduling & Event Services Office at least seven (7) days prior to the event.

2. Overtime Fee: An overtime fee of $35.00/hour will be charged for use of the building before and after regular hours including the time necessary for all patrons, bands, organization workers, etc. to clear the building.

3. Advisor:  All requests must be signed by the faculty/staff advisor who agrees to share the responsibility for the use and care of facilities with the organization officers.  An advisor must be present throughout the entire event including tear down time.

4. Security Officers:  At least two (2) ISU Security Officers and one (1) ISU Usher must be hired by the sponsoring organization for major events.  Officers will be mandatory from event start time through tear down time or until all patrons have left the building.  The organization must make arrangements with the University Public Safety Office at least seven (7) days prior to the event.  Bills must be paid to the Public Safety Office by Tuesday following your event.

5. Alcohol/Drugs: The Student Code of Conduct states AThe illegal possession, consumption and/or selling of alcoholic beverages/drugs in the University    facilities and on the University grounds is prohibited.@  Violation of this code could lead to the organization=s use of the facility being revoked.          

6. Food:  The University Policy states AApplicants wishing food or refreshments must use the official University food service as the caterer.@

7. Registered:  No organization will be granted use of the facility unless a           current list of the organization=s officers and advisor is on file in the Student Activities Center.

3. Cancellation:  If cancellation of an event is necessary, the Scheduling & Event Services Office must be notified at least two (2) days prior to the event (extension 2297).  Failure to comply may result in suspension of the organization=s privilege to use facilities.

Policies and Procedures for Audio Visual Equipment

Audio visual equipment is not to be removed from the Student Union Building.  The term building also includes the grounds immediately surrounding the building, i.e. the quad.

Adjustment and troubleshooting of equipment should only be done by a trained technician.  The customer is not responsible for adjustment of equipment.  If you cannot locate a technician, one may be requested by dialing extension 2297 or 2700.

All audio visual equipment is scheduled on a first come first served basis, regardless of the nature of the event.  The scheduling office will make every attempt to meet the needs of the customer, but there is a limited number of equipment available.

 

PSUB Theatre Usage Guidelines

Should your organization need use of the PSUB Theatre, it must be arranged with the Scheduling and Event Services (282-2297).  As the theatre is generally reserved for showing ASISU Program Board movies, available reservation time is limited.  However, if your organization uses the theatre, the following guidelines must be followed:

_          For security reasons, at the time of arrival and departure, patrons must contact Scheduling and Event Services to have the doors to the theatre unlocked/locked.

_          Taping or hanging posters, banners, fliers, or any type of decorating, is not allowed on any surface.

_          Only authorized personnel are allowed in the projection booth.

_          The concession stand is a restricted area, participants are not to enter the area or tamper with equipment.

_          Due to limited space, the only equipment allowed on the stage is a podium, table and chairs.

_          Use the front stairs to gain access to the stage.  The side stairs are for authorized personnel use only.

_          If the theatre is rented to show a movie to an outside group, the projectionist from the ASISU Program Board must be hired to show the movie.

PSUB Decorating Guidelines

Any questions regarding decorations should be referred to the Scheduling & Event Services Office at the time the reservation is made.  All display materials must be removed immediately following the event.  The Union cannot accept responsibility for lost, damaged, or stolen articles.  Organizations may be billed for damages or for excessive cleaning charges.

The following guidelines provide information to ensure public safety and guard against property damage.

Entire Building: Entrances and exits must be kept free of obstacles.  The use of rubber cement, tape, paint, nails, staples, tacks, and other materials that may damage building surfaces is prohibited.

Ballroom:  Clear/transparent cellophane or scotch tape may be used on wood surfaces, rotating stage panels, and vinyl folding walls.  Plasti-tak (reusable adhesive) may be used on the following painted surfaces: lower side walls (north & south walls) and front wall (east wall).  Decorations may be hung from ceiling pipes with the assistance of student union staff.  Tables may be decorated.

Theater:  Decorations are prohibited (due to special acoustical surfaces).

Wood River/Little Wood River: Clear/transparent cellophane or scotch tape may be used on folding wall.  A banner may be hung from hooks with the assistance of union staff.  Tables may be decorated.

Lemhi:  Decorations are prohibited.

Bengal Lair:Tables may be decorated.

Rendezvous:  Light items may be hung off high ceiling with straight pins only.

Quad Lounge: Windows may be painted.


Third Floor - Meeting Room Level:  Items may be hung from cork strip and white boards.  Clear/transparent cellophane or scotch tape may be used on Salmon River Suite divider wall.

 

RESERVING SPACE IN OTHER AREAS ON CAMPUS

Reed Gym

Reed Gym has a vast selection of useful facilities.  They have three fields for baseball or other outdoor sports.  Reed Gym has many classrooms as well as two weight rooms, a swimming pool, aerobic dance rooms, mat rooms, basketball, racquet ball, and tennis courts.  They also house a large climbing wall with numerous routes for top-rope and lead climbing.  Most classrooms have an overhead projector and/or TV/VCR.  All classrooms are accessible to persons with disabilities. 

Each of these facilities are available for reservation by student organizations.  Due to the large demand for these facilities, student organization must become aware of the reservation policies and procedures for Reed Gym (see page??? in the Sports Club Section).  If you have any further questions, please contact Reed Gym at 282-????.

Garrison-Turner

Garrison-Turner have a few facilities that may be useful to your organization.  They have two volley-ball courts, several classrooms and study spaces.  To reserve these spaces contact the Resident Director=s office at 282-2834.  If you are interested in reserving space or making use of the Garrison-Turner dining area reservations and food arrangements must be made through Chartwells and the Garrison Turner Dining Hall Director (282-4075 or 282-4076).

 

Other Space on Campus

Many of the buildings on campus house rooms that seat large numbers of people.  These are great spaces if your organization is sponsoring an event like a lecture series, guest speaker or panel discussions.  For reservations of the following spaces, contact Mandy Kaul at 282-3014.

Idaho state University Solicitation Policy

General Solicitation Policy

Any student, solicitor, agent, or salesperson operating for his/her own benefit and for interests not directly connected with University interests is not permitted to solicit, advertise on campus, or participate in any University function without the approval of the Student Union Director, who serves as the Campus Facility Use Coordinator.

Canvassing of the Residence Halls, the Student Union, or other University-owned property is not permitted.  This includes door-to-door or person-to-person selling.  An agent may visit or conduct business with a student only if invited or requested to do so by that student.

Individuals wanting to purchase advertising through the established formats will contact the person responsible for the respective advertising medium; i.e. eXtra Newspaper, Holt Arena, Athletic Program, telephone book, event sponsorship, etc.

The University reserves the right to deny any program not in harmony with its role and mission, philosophy, policies, or applicable Federal, State, and Local laws.  Permission to solicit on the IS campus in no way reflects an endorsement by the University nor does it reflect official opinions or policies of the University.

Student Union Solicitation Policy

Solicitation for whatever purpose is expressly forbidden unless prior written approval has been granted by the Director of the Student Union.

Solicitations or displays that receive prior approval of the Student Union Director are restricted to specific areas so as not to disrupt the flow of traffic.  All arrangements must be made through the Pond Student Union Scheduling & Event Services Office.

Food Service Solicitation Policy

University Food Service has a contract with Idaho State University and is therefore the sole provider of catered food and beverage service for events scheduled in the Pond Student Union and elsewhere on the campus, with the exception of Holt Arena.  Due to contractual and Health Department regulations, all events must use the official University Food Service as the caterer or request in writing to get the food service contractor=s written permission for any exceptions.

The Applied Technology Culinary Arts Program is a department within the University and provides some food services for the campus as part of its educational role.  It is not the Acontract@ food service provider.                                                                                     

Publications

Distribution of any publication on the campus must be approved by the Student Union Director and may be referred to either the Communications Board or the Student Union Board.  The respective boards reserve the right to regulate the location, manner, duration, and quantity available for distribution.  NOTE: Do not place flyers on cars.

Student Union Sales Space Rental

Rental space is available for vendors to reserve in the Post Office/Bookstore hallway.  Consideration for this space is given to Bookstore promotions first.    Arrangements must be made and approved in advance with the Scheduling & Event Services Office.

Campus Recreation Facilities

Solicitation and advertising in Campus Recreation facilities must be in accordance with University policy and must be in the best interest of faculty/staff/students of the University.  Prior authorization must be obtained from the office of the Director of Campus Recreation (Room 242, Reed Gym).  This includes students, organizational representatives, and salespersons of any kind.

Housing Solicitation Policy

Solicitors are not permitted in the Residence Halls unless they have obtained authorization in writing from the Director of Housing.  This includes students, organizational representatives, and commercial salespersons of any kind.

Holt Arena Solicitation Policy

Solicitation and advertising in Holt Arena must be in accordance with University policy and be in the best interest of the students of the University.  Each request will be evaluated on this basis prior to the event by the Holt Arena Manager.

Food service in Holt Arena operates on an in-house basis.  Permission for food/beverage sales by student organizations must be obtained from the Holt Arena Manager.

Logos

The ISU name, logos, marks, and characters are owned and licensed by the University.  All product sales by nonstudent groups utilizing ISU=s name, logos, marks, and characters must be registered with the licensing company and approved by the Director of Athletics.  All student organizations that wish to display the ISU logos must receive prior approval from the Director of Athletics. 

OTHER UNIVERSITY POLICIES

Guidelines for Alcohol Use and Student Organizations

The ISU Student Code of Conduct states Apossession or consumption of alcohol is prohibited on University property.@  Alcoholic beverages may not be transported or consumed in state vehicles.

ISU student organization activities held off-campus may not advertise alcoholic beverages as part of the event.  Sale of alcohol, unless authorized by the State Board of Education and with the appropriate licenses and permits, is prohibited.  If a student organization event is held at an establishment where alcoholic beverages are sold, event organizers must realize the increased risk of accidents due to alcohol use.

University Speakers Policy

Students and student organizations should be free to examine and to discuss all questions of interest to them and to express opinions publicly and privately.   They should always be free to support causes by orderly means which do not disrupt the regular and essential operation of the of the institution.  At the same time, it should be made clear to the academic and the larger community that in their public expressions or demonstrations, students or student organizations speak only for themselves.

Students should be allowed to invite and to hear any person of their own choosing.  Those routine procedures required by an institution before a guest speaker is invited to appear on campus should be designed only to insure that there is orderly scheduling of facilities and adequate preparation for the event and that the occasion is conducted in a manner appropriate to an academic community.  The institutional control of campus facilities should not be used as a device of censorship.  It should be made clear to the academic and larger community that sponsorship of guest speakers does not necessarily imply approval or endorsement of the views expressed, whether by the sponsoring group or the institution.

Guest speakers, not otherwise associated with the university, are nevertheless accountable for their conduct under valid general laws, and the university may seek the assistance of those laws under appropriate circumstances.  While a student organization ought not to be held responsible for unforeseeable illegal actions by a speaker on campus at their invitation, sponsorship with knowledge of the speaker=s intent of probable violation may appropriately result in disciplinary action against the sponsoring students, if in fact a violation does occur in connection with that sponsorship.  The University is authorized to develop a set of procedures for scheduling and conducting campus events involving guest speakers and/or expressions of student opinion and concern.  Such procedures shall be consistent with the intent of this policy and shall be regularly published and made available for the guidance of individual students and members of the institution=s faculty and staff.

No rule should restrict any student expression solely on the basis of disapproval or fear of his ideas or motives.  At the same time, the fact that students may pursue interests in political action through speech and assembly on campus does not abrogate their accountability as citizens to the constitutional laws of the larger society and the University is entitled to reflect these constraints in its own regulations.  Accordingly, willful defamation, public obscenity, certain incitements to crime, as well as other civil or criminal misconduct under the laws applicable to the manner of speech or assembly directly damaging to the rights of others may be subject to institutional redress.

Liability Statement

The State of Idaho maintains a general liability insurance program, with a maximum limit of $500,000 per occurrence.  The liability insurance program covers institutions and employees of the state.  The insurance covers any proven negligence by state institutions and/or its employees performing work within the course and scope of the employees= job.  This includes advisors, who are state employees, as long as they are in good standing with the University and are performing duties within the scope of being an advisor.

Idaho State University student organizations, clubs, and sport clubs are not ordinarily covered by the state=s liability insurance program for negligence or personal injury.  This includes officers of these respective groups.  Therefore, it is imperative that these respective organizations do whatever is reasonable and prudent to reduce the dangers inherent in any activity or event.  It is important to recognize that individuals, as well as student organizations, clubs, student government, program board, and sport clubs can be sued for negligence.  If found to be negligent, individuals and groups may be held accountable and held personally liable for damages.

In addition to group or personal liability insurance, medical insurance should also be considered.  Unless negligence is proven, by another party, in the case of an injury, each participant is held responsible for the cost of their medical care.  It is recommended that each participant have either their own personal medical insurance or are included in their parent or spouse insurance coverage.

Laws and Regulations

All organizations must abide by federal, state, and local laws, as well as University regulations (see ISU Student Handbook).                                                                                                         

Travel Policy

State vehicles and their passengers on official business are covered by state insurance.  Students using their own vehicles to travel to sanctioned events (e.g. rodeo competition, bowling tournament) must have adequate liability coverage.  Adequate is defined as coverage that meets minimum state requirements.

Prior to leaving for an event, the driver must show the group advisor their driver=s license, the card showing proof of insurance, and car registration.  Advisors are not required to travel with their organization, however it may be in the best interest of the group to do so.

It is advised that the emergency contact information form (page ???) be filled out whenever your group plans to travel.  This form provides the Student Activities Center with important information in case of an emergency.  It takes only a few minutes to complete and will make it easier for you to be contacted if there is an emergency while you are away or for us to contact your family/friends should an emergency occur on your trip.  Sports Clubs should turn this form into the Assistant Director of Campus Recreation at Reeds Gym.  All other student organizations should turn this form into the Student Organizations Advisor at the Student Activities Center.

If you wish to obtain money from your ASISU account in the form of a Travel Advance you must work with the ASISU office to obtain funds.  For more information on this process see page ?? in the Money: How to Get it. How to Spend it. section of this manual.

Your organization may also be interested in renting a vehicle from ISU Motor Pool.  There are several types of vehicle available through the Motor Pool, each with different rates.  Due to recent safety regulations, 15-passenger vans may only seat 9 people if they are traveling more than 100 miles.

PRESIDENT=S CUP

The President=s Cup is a competition between all the student organizations.  This is an opportunity for your organization to be recognized for its participation, ISU spirit and service activities.  It is also a way for your organization to receive some extra money in your ASISU account. 

First Prize-- $500

Second Prize-- $250

Third Prize------ $100

Each organization can earn points throughout the semester for participating in ISU events, for showing ISU spirit and for participating or sponsoring service activities.  The points for the competition are awarded as follows:

 

ATTENDANCE-- Maximum point total in this area is 150.  Points awarded according to % of points listed = % of club in attendance, unless otherwise specified.

_   Attend a Program Board activity (Speaker, Concert, Gallery, Movie, etc.)-10 points

_   Attend a Senate Meeting- 2 points per attending member

_   Attend a Finance Committee Meeting- 2 points per attending member

_   ISU Games- 30 points

_   Other events (pre-game activities, etc.)-20 points

There are many other activities that can be done by clubs that may not be listed here.  Each of these activities could qualify for points.  Please contact the ASISU President (282-3435) or the Student Organization Advisor (282-4588) with any questions you may have.

     Reports must be made on a monthly basis.  Each club must obtain an activity sheet (see page ???) for each event or activity.  This sheet must be signed by both the club=s advisor and the club=s senator at the end of every month and turned into their Senator Liaison.

Events themselves have a maximum point total.  Points obtained through attending these events will depend upon the percentage of the club in attendance.  For example, an ISU football game is worth 30 points.  If 11 members of a 20 member club attend the game, then 11/20=55% of the club was in attendance.  55% of the 30 possible points equals 30 x .55= 16.5 or 17 rounded up to the nearest point.  This club then earns 17 points for attending the football game.  The more club members in attendance will increase points earned.
