I. Motorcycle parking at Pulling Courts
This was on the agenda at the request of Marty Hughes. This was in reference to a one time incident and was handled by the Public Safety Operations Manager.
II. Parking violations in the R-04 Lot
On the agenda at the request of Phil Homan. Phil has been reporting parking violators in the R-04 lot on a regular basis and wanted additional enforcement. Director Chatterton advised that policy is being enforced and resources are not available to provide additional coverage for just that lot. Repeat offenders are not towed if they pay citations as they are received and keep their balance under $50.00.
III. Parking Permit for R-01
Alan Christelow was not in attendance. This was held over until the next meeting.
IV. Official Parking Spaces in Garrison/Turner Lots
To relieve the problem of ISU vehicles parking in the R-09 lot, spaces would be made available in the Housing 9 Lot and signs installed designating these spaces for Official Vehicles Only.
V. Reserve permits valid in General Lots -
This was on the agenda at the request of Jay McMillan. Director Chatterton advised that the current policy was an agreement with students. The next step would be for COPE and CEC to meet with students and organize a committee to review the situation and make recommendations to the parking board for approval.
VI. Motorcycle Parking at University Place
A request was made to change the wording in the parking regulations with reference to motorcycle parking. The current practice was to allow vehicles to park in the motorcycle spaces when the weather would preclude individuals from riding motorcycles. It was requested that these spaces be motorcycle parking only year around. The board voted and approved the change.
VI. Towing for Snow Removal
On the agenda at the request of Director Chatterton. When snow accumulations are such that parking lots need to be plowed, a policy needs to be in place that allows vehicles to be moved to facilitate snow removal. Public Safety will draft a policy and present it to the board for approval.

I. Faculty Member’s Request for a R-01 Parking Permit and Waiver of Citations
Alan Christelow requested that an exception be made to allow him to purchase an R-01 permit and that citations issued in that lot be waived. A written statement was submitted as he was unable to attend. The request was unanimously denied by the Parking Board.
II. Cost to Maintain Motorcycle Parking & Issue Motorcycle Permits
This was a report only and was submitted by Public Safety at the request of students at University Place and Faculty at the U of I. The actual cost to maintain motorcycle parking and issue motorcycle permits is $33.29 for Pocatello and $31.84 for University Place.
III. Cost of Motorcycle Permits & Where They are Valid
This item was discussed in conjunction with Item II above. A recommendation was made that individuals who purchase regular vehicle permits and also ride a motorcycle be allowed to park in a regular space with the purchase of a reduced price motorcycle permit. The reduced price would be $10.00. Individuals who only purchase the regular motorcycle permit for $15.00 would be required to park in designated motorcycle parking only.
New Business
I. Parking Budget
Darrell Buffaloe presented a report concerning the deficit in the
parking budget. A request was made to raise the price of parking
permits $10.00. At the suggestion of Martin Hackworth, permit
prices were only increased $5.00 each and the fine amount for citations
was increased by $5.00 each. Darrell Buffaloe indicated that
would be sufficient. The board voted unanimously to raise permits
$5.00 each and increase citation fine amounts $5.00 each.
II. Clarification on Charging for Guest Passes &
Citing Lots During Dept. Sponsored Events/Special Events
This was a request from the Parking Office as a result of a
recommendation made by the Parking Board and added to the parking
regulation in December of 2006.
The board decided unanimously:
1. That students are the
ones that are impacted when requests are made to not ticket a lot or to
allow large numbers of guests to park on lower campus.
2. That not citing an
entire lot should not be an option when the sponsoring department does
not want to be charged for guest passes or they do not want to charge
the attendees for parking.
3. That event attendees can park
in the Holt Arena parking lot and ride the free shuttle bus or the
sponsoring department can make arrangements to provide other
transportation.
4. That the number of guest
permits allowed in other parking lots should be limited to not more
than 5% of the spaces in the requested lot. If guest permits are
requested the Dean would have the option to indicate if they would be
provided free of charge.
III. Ticketing When Classes are Not in Session
Bill MacLachlan and Mark Edwards were not present. Martin asked
that the board be advised of the current regulations regarding this
subject.
“Per Parking Regulations - TIMES OF ENFORCEMENT
ISU Pocatello
Traffic and parking regulations are in effect during the entire year,
including the summer.
Reserve lot permit regulations are effective from 7:30 a.m. to 4:00
p.m., Monday through Friday, without exception.
General lot permit regulations are effective from 7:30 a.m. to 4:00
p.m., Monday through Friday. Ticketing will be suspended during
fee payment, for both fall and spring semesters, and the first week of
classes during fall semester only.
Campus housing lot permit regulations are enforced 24 hours a day, 7
days a week, except during registration (fee payment).
During fee payment vehicles will not be ticketed. Ticketing
commences Monday, on the first day of classes.
These regulations are enforced from 7:30 a.m. to 4:00 p.m., except on
Saturdays, Sundays and legal holidays when classes are not in session.
Examples of legal holidays include, but are not limited to: Labor Day,
Thanksgiving Day, Christmas Day, Martin Luther King Jr. Day,
President's Day and Memorial Day.
University Place Idaho Falls
Traffic regulations are in effect during the entire year, 7 days a
week, 24 hours a day, including summer term. Parking permits are
required 8:00 a.m. to 10:00 p.m. except on Saturdays, Sundays, and
legal holidays when classes are not in session.
During fee payment, and the week following fee payment, vehicles will
not be ticketed. Ticketing commences Monday, on the second
week of classes.”
The board decided unanimously that this was a “non issue” and that the
regulations should remain as written.
IV. Review of Procedures Allowing Individuals to
Re-Appeal Parking Citations
This issue came before the board as a result of individuals wanting to
re-appeal the decision of the current Appeals Committees. Currently the
procedure is that if a person wants to re-appeal ticket , Public Safety
has them go before the Parking Board. Martin stated that he did
not believe that appeals should be brought before the board. He
also stated that the appeals committees are honest and do the best job
they can. The board voted unanimously that appeals may not be
brought before the Parking Board and that they should only be allowed
to appeal citations one time (not allowed to re-appeal).
V. Combining Faculty/Staff & Student Appeals
Committees
Martin Hackworth recommended that there be only one appeals
committee and that such a committee should be appointed by the
administration for a three year term. His suggestion was that
representation from all areas be included, i.e. students, CEC, COPE,
University Place and U of I.
John Fitzen recommended that more students be on this committee than
other representatives. A suggestion was made that the make-up be
2 to 1 in favor or students.
The board decided to table this suggestion until the first meeting in
the Fall. Martin indicated that he would be glad to sit on this
appeals committee.
VI. Michael Hilliard’s Request for Reconsideration of
Parking Ticket Appeal
Michael Hilliard could not be at the meeting and sent a letter which
was read to the board. The board decided unanimously that the
appeal was denied.
VII. Carissa Butticci’s Request for Reconsideration
of Parking Ticket Appeal
Carissa Butticci was present, therefore, the Board agreed to hear her
request for reconsideration of a parking ticket appeal. Carissa
read her appeal to the board and some discussion followed. The
board voted to deny the appeal.
VIII. End of School Year Reflection
Before the close of the meeting Martin stated that he has been please
to be a member and chairperson of the board. He feels that they
have done some good things and accomplished much. He thanked
everyone for their time and hard work.
Martin also indicated that he wanted to recommend that Connie Gomez be
voted into his chairperson position in the Fall as his term is over and
he will not be returning.

I. Selection of Chair Person
Connie Gomez, University Place Staff representative was elected to the
position of Chair.
II. Add Summer Enforcement Hours to Regulations
At the recommendation of the parking office the following was approved
to be added to the parking regulations, under the heading of Times of
Enforcement. This is the schedule that has been followed for
several years, but was not included in the regulations.
Summer enforcement hours will be
from 9:00 am to 3: pm, Monday through Thursday for Reserve and General
Lots.
III. Add Restrictions to the Use of Retiree Permits
The parking office requested that a restriction be added to the use of
retiree permits as follows: “A Retiree Permit is not valid for return
employment.”
Director Chatterton explained that there have been complaints about
individuals using retiree permits when returning to work part time for
the university. These individuals have not purchased additional
permits. After discussion the Board recommended that retiree
permits are not valid in reserve lots for return employment.
IV. Appeals Process Recommendations
At a previous meeting, it was recommended that the parking office write
a draft proposal for changes to the appeals process. This was
done and copies were distributed for consideration and input.

I. Recommended Changes to Appeals Process
The proposed draft for changing the appeals procedures that were
distributed at a previous meeting were discussed with several changes
recommended. The board approved the new appeals procedures with
suggested changes. A copy of the amended appeals procedures will
be e-mailed to members for their final approval and implemented as soon
as responses are returned.
New Business
I. Disabled Parking Spaces for Dental Hygiene
The Dental Hygiene clinic requested that two of the new disabled spaces
being constructed in the C-04 lot be designated for the use of Dental
Hygiene clients only. The motion for approval was
unanimous.
II. Speed Limit on Bartz Way
Director Chatterton explained that the current speed limit on Bartz way
is 15 MPH. He feels now that the road has been widened on
the edge of the R-06 lot to a two way street the speed is too
low. The board approved raising the speed limit to 25 MPH.
