Checklist 4-D
Position ASSOCIATE DIRECTOR, HUMAN RESOURCES
Section LOGISTICS SUPPORT

 

FOR IMMEDIATE ACTION
checkbox Remain calm.
checkbox Turn on your cellular phone.
checkbox If situation warrants evacuation of your building, coordinate evacuation with Public Safety. See Section 8.2 of the Emergency Response Plan on Evacuation Procedures.  Do not go to the incident site.
checkbox If your office or building is not affected, go to the Emergency Operations Center (EOC) (If unable to report to EOC, call Dispatch at 208-282-2515.) Check in with the Logistics Coordinator.
checkbox Coordinate with the EOC and other staff to determine the status of all ISU faculty, staff, and students.
checkbox Provide information to the Logistics Coordinator about available staff.
checkbox Coordinate with EOC staff to determine staffing needs and provide staff as available.
checkbox Assist Operations Coordinator with determining policy for overtime hours, extended workdays and special duty assignments.
checkbox Compile overtime costs and provide, along with other personnel information, for FEMA Documentation.
checkbox Receive (from Medical Officer) and keep on file, records of all injuries and casualties. Handle notifications and family messages for employees.
checkbox Arrange for the recruitment and orientation of any temporary employees.
checkbox Register and maintain records on any volunteers that are used.
checkbox Provide information and recommendations to the Planning Coordinator for the After Action Report.

 

PRIMARY RESPONSIBILITIES
checkbox Determine the status and location of all personnel.
checkbox Provide information about available staff.
checkbox Register and assign all volunteer workers.
checkbox Assist in determination of staff recall needs.
checkbox Receive and process injury reports, compensation claims and other personnel related matters.
checkbox Make family notifications, as needed.

 

SUPPORT RESPONSIBILITIES
checkbox Compile personnel information for FEMA Documentation.
checkbox Assist Operations Coordinator with policy decisions regarding extended work hours and duties.

 

ADDITIONAL ITEMS TO CONSIDER
checkbox Continued operations and resources:
  checkboxEstimate the duration of the response and develop plans for replacing human and physical resources.
checkbox Security and access control:
  checkboxPerimeter security needs for storage and distribution sites and resources for night operations.

 

VOLUNTEER WORKER OPERATION
Response - All Hazards
The following action may/will be taken under any major emergency affecting the campus:
checkbox FIRST PRIORITIES:
  checkboxIdentify personnel resources on duty and available.
  checkboxDetermine the number of additional personnel needed and skills required.
  checkboxEstablish a pool of available personnel.
  checkboxActivate community resource plans.
  checkboxProvide the Incident Commander with current status of staff.
  checkboxEstablish a clearinghouse for employee information.
  checkboxMaintain employee records for payroll or claims purposes.
  checkboxContact functional coordinators and determine staffing needs.
  checkboxEstablish a process to register all volunteers and issue ID cards.
  checkboxSet up volunteer assignments and schedules.
  checkboxEstablish schedules for work crews and arrange for relief.
checkbox EARTHQUAKE CONSIDERATIONS:
  checkboxCoordinate with Situation Status Officer to determine structural status of buildings before assigning volunteer workers.
  checkboxPlan for the possibility that prior established routes will be blocked and impassable.
  checkboxCoordinate with Medical staff the use of volunteer personnel for rescue of injured.
  checkboxDetermine specialized equipment and personnel needed.
checkbox HAZARDOUS MATERIAL INCIDENT/FIRE CONSIDERATIONS:
  checkboxDevelop staging area away from the hazard for volunteers.
  checkboxEnsure personnel has adequate protective clothing and equipment.
  checkboxEnsure the operational area has been evaluated by Health & Safety personnel.
checkbox ADDITIONAL CONSIDERATIONS:
  checkboxIdentification of staff, equipment, and supplies needed for long term operations.
  checkboxSpecial equipment needed for night operations.
  checkboxStaging areas and requirements for incoming assistance.
