Donna Lybecker
Professor Lybecker joined the Department of Political Science at Idaho State University fall 2007. She is co-advisor of the International Affairs Council, a student-run group that sponsors and conducts the Frank Church Symposium, held each February at ISU. Outside of ISU she is a member of the Executive Committee for The Association for Borderland Studies, and an Associate Editor for the Social Science Journal.
Lybecker's research interests include the U.S.-Mexico border, environmental politics in Latin American and the Western U.S., and decentralization. Her most recent publications include "The Policy of Border Fencing between the US and Mexico: Permeability and Shifting Functions" in the Journal of the Southwest (2008), "Use of the Legal-Institutional Analysis Model in Mexican Environmental Disputes" in the International Journal of Public Administration (2008), and "The All-American Canal: Perspectives on the Possibility of Reaching a Bilateral Agreement" (with Stephen Mumme) in Lining the All-American Canal: Competition or Cooperation for the Water in the U.S.-Mexican Border? (2006). In addition, Lybecker is co-author of the forthcoming (2008) book, Great Debates in Environmental History (with Brian Black) (Greenwood Publishers).
Lybecker previously worked as a contractor with the U.S. Geological Survey and as a post-doc with the U.S. Forest Service. She continues her research with these scholars.
