Part 4. Personnel Policies
Section VI. Benefits/Compensation/Personnel Files
I. Educational Fee Reduction (Updated 5/02)
It is the intent of the Idaho State University to provide opportunities for education and training for its employees and their spouses. It is within the role of supervisors to encourage employees to avail themselves of those opportunities while, on the other hand, to ensure that the department is adequately staffed for business.
a. Any half-time or more faculty or staff employee, excluding temporary and casual employees and including those on official leave, whose first day of work is on or before the first day of classes for the semester/summer or retired Idaho State University employee and the spouse of an eligible employee may register and pay the reduced fees designated by the State Board of Education for instructional courses offered by Idaho State University in accordance with this policy.
b. This reduced fee policy applies to credited academic and professional-technical classes leading to a degree or certification and to classes providing Continuing Education credits provided that:
(1) The class has enrolled enough fee paying students for the course to continue; and
(2) A space is available.
c. The educational privilege entitles the person to instructional and library privileges but does not exempt one from paying special class fees and program fees, late registration, non-resident fees, or similar charges.
d. Audited courses are treated as to fees and limitations under this policy as if they were taken for credit.
e. Credit hour allowances and limitations.
(1) Employee
(a) The eligible employee may register for a maximum of two courses each semester during their regularly scheduled work hours; one course during each summer session. There is no specific limit on credit hours outside of work time.
(b) Employees who work under nine (9), ten (10), or eleven (11) month contracts or who are on official leave with assurances of returning to full employment may register for an unrestricted number of credits during the off time subject to the payment of reduced fees.
(c) The employee’s job has first priority. In the event of conflicts between requests to take classes during scheduled working hours and the department’s ability to provide services; the supervisor has the authority and responsibility to weigh the facts and approve, modify, or deny the request.
(d) The supervisor assumes the responsibility for the employee working the number of hours established for that job.
(2) Spouse
The spouse of an eligible University employee and the spouse of an employee whose death occurred while in the employ of, or on official leave from the University may register for an unrestricted number of credits subject to the payment of reduced fees.
a. Obtain form (Authorization for Reduction of Fees) from the ISU Office of Human Resources prior to the payment of fees.
b. Employee only: Obtain authorizing signatures from the supervisor. This signature constitutes approval to take classes.
c. Employee only: File a statement of understanding signed by the employee and supervisor specifying the arrangements agreed upon to make up any time lost from the job while attending classes.
d. Follow prescribed registration process.
e. Surrender the card in registration fee line. The University Cashier will not accept packets for registration unless the Authorization for Reduction of Fees is properly completed.
The current reduced fee assessment is $20.00, plus $5.00 per credit hour.
