F. Bylaws of Campus Planning Council (Updated 5/02)
Chapter One — Name and Purposes
A. The name of this group is the Campus Planning Council.
B. Its purposes are to recommend University policy and procedures governing the development, maintenance, and effective utilization of University property. Specific areas of concern include: (1) space utilization, (2) land use planning, (3) campus beautification, (4) planning and parking, (5) energy conservation, (6) naming and using of facilities, and (7) new construction.
Chapter Two — Membership, Selection, and Recall
A. The membership of the Council consists of:
1. Three faculty from Arts and Sciences (one each from humanities
or social sciences, biological or physical sciences, and fine arts)
2. Business faculty representative
3. Health Professions faculty representative
4. Education faculty representative
5. Engineering faculty representative
6. Pharmacy faculty representative
7. Technology faculty representative
8. Faculty Senate faculty representative
9. Academic Dean
10. Vice President for Financial Affairs (ex officio)
11. Director, Maintenance & Operations (permanent)
12. Director, Facilities Planning (permanent)
13. Campus Architect (permanent)
14. Dean or Associate Dean of Students (permanent)
15. Director, ADA & Disabilities Resources Center (ex officio)
16. Director, Public Safety (ex officio)
17. Classified Employees Council representative
18. Student representative (appointed by ASISU)
B. The Faculty Senate appoints a member of its body to the Council annually and appoints other designated faculty representatives from the general faculty to the Council for terms of three academic years.
1. No faculty representative may be reappointed to the Council without at least one year interval between terms of office.
2. Other representatives on the Council are appointed and terms of office established by their appointing constituencies -- Administration and ASISU Senate.
C. If a vacancy occurs among the faculty representatives, the Faculty Senate appoints a new member in accordance with the membership provisions of Chapter Two (A).
D. Attendance at Council meetings is mandatory.
1. Any Council member missing three meetings in an academic year is subject to recall by his/her appointing constituency (Faculty Senate, Administration, or ASISU Senate).
2. The Faculty Senate may recall any faculty representative (including its own Senate representative) by two-thirds approval of those voting. The Faculty Senate must allow the member in question an opportunity to appear before the Senate to explain his/her absences.
Chapter Three — Officers and Meetings
A. During the spring semester, the Council will, from among those members continuing to serve during the following academic year, elect a Chair to serve during the following academic year. The Chair must be a faculty representative. The Chair serves for one year; he/she may be re-elected for as long as he/she remains a continuing member of the Council as provided in these Bylaws.
B. If the office of the Chair becomes vacant, the Council will elect a new Chair in accordance with Chapter Three (A).
C. The Council meets: (1) In accordance with a calendar governing meetings of Councils as established by the Faculty Senate, and (2) upon the call of the Chair, who is responsible for informing Council members in advance of the meeting’s time, place and agenda.
D. If three members of the Council request a meeting, the Chair will call it within two weeks of the request in accordance with the provisions of Chapter Three (C).
E. Should the removal of the Council Chair become necessary or desirable, it will be done in accordance with the provisions governing amendments to the Bylaws as outlined in Chapter Six (B). A two-thirds approval of the entire Council membership is required for removal.
Chapter Four — Minutes, Quorum, and Voting
A. Minutes are kept for each meeting and are prepared in accordance with the format set by the Faculty Senate.
B. Within two weeks of the meeting, statements of policy recommendations are approved by mail ballot or special meeting of the Council and submitted to the Faculty Senate for review. The Faculty Senate must approve all meeting minutes and policy recommendations in accordance with Senate Bylaws.
C. A quorum consists of fifty percent (or more) of the non-student voting Council membership.
D. A motion is passed when it receives a majority of the votes cast.
1. Abstentions do not count as votes.
2. Tie votes fail.
3. The Chair has a right to vote on all motions.
4. No proxy or absentee votes are allowed.
Chapter Five — Standing Committees
A. The standing committees of this Council are the (1) Facility Name Designation Committee, (2) Facility Access Committee, and (3) University Energy Committee.
B. Standing committees may be established or discontinued with the consent of the Faculty Senate and in accordance with Chapter Six.
C. The Council determines the permanent membership and establishes the purposes of its standing committees in accordance with the provisions outlined in Chapter Six.
1. The Council appoints or reappoints the members of its standing committees annually with the approval of the Faculty Senate.
2. The Chair of the Facility Name Designation Committee is the Financial Vice President. The Chair of the Facility Access Committee is the Director for ADA and Disabilities (or Director of Facilities Planning). The Chair of the University Energy Committee is the Director of Maintenance and Operations.
D. The standing committees:
1. Prepare operating procedures, approved by the Council, which specify how meetings are called, votes taken, and policy recommendations reported. Changes in the operating procedures are approved by the Council by majority vote.
2. May form special ad hoc task forces that report directly to the committee. These task forces are not standing committees.
Chapter Six — Amending the Bylaws
A. These Bylaws may be amended by a majority vote of the entire Council membership.
B. No amendment may be both introduced and passed at the same meeting.
C. The Faculty Senate may override Council’s Bylaws changes in accordance with the Faculty Senate Bylaws (Article VII, Section II).
