John M. Batacan, Phd is Among First Group to Earn Certification

John M. Batacan, PhD is among the first group to earn the certification as a Master Certified Health Education Specialist (MCHES).

The newly created advanced-level certification, MCHES, awarded by the National Commission for Health Education Credentialing, Inc., (NCHEC) signifies that Dr. Batacan has met the national standards for individual health education practitioners. The MCHES certification attests to the individual's knowledge and understanding of the Health Education Areas of Responsibility at an advanced-level and assists employers in identifying qualified health education practitioners.

The MCHES credential indicates that an individual has met three components: academic and experience requirements, passing of a certification assessment, and compliance with ongoing continuing education requirements. The certification is voluntary, meaning that one chooses to earn this credential which is national in scope.

Physics Department Receives Grant for Continuting Education

The Idaho State Department of Education has awarded the Idaho State University Department of Physics $116,611 through the Math Science Partnership program to support continuing education for Southeast Idaho elementary teachers.

The funds will support the first year of a three-year, $342,570 project that was approved by the State Department of Education, according to Steve Shropshire, ISU physics professor and the principle investigator of the program.

The program will provide continuing education in teaching methods and content in physical science and mathematics for 25 fourth- through sixth-grade teachers a year.

Priority will be given to teachers in the Blackfoot, Aberdeen, Idaho Falls, Bonneville and Teton County school districts.

Medical Open Enrollment

This year's open enrollment for the group medical, dental and Flexible Spending Account (FSA) plans will be held from May 11-27. During Open Enrollment, you may switch from one medical plan to another, add previously declined dependent dental coverage, change your pre-tax or post-tax premium withholding status, or enroll/re-enroll in the FSA program. Details regarding group insurance plan renewals and Open Enrollment procedures for FY2011, will be posted on the Office of Group Insurance website http://adm.idaho.gov/insurance/insurance.html on May 11.

Employees can download the Open Enrollment Application and FSA Enrollment forms from the ISU Human Resources page during Open Enrollment (May 11-27). Printed forms will also be available in the Human Resources office. More information about flexible spending.

If you wish to make any of these changes, hard copy Open Enrollment forms must be submitted to Human Resources no later than 3 pm on May 27, 2011. Forms received after that date cannot be accepted.

FY2012 Medical and Dental Plan Renewals

Premium Rates

Each of the state's group medical and dental plans have been renewed with Blue Cross of Idaho with no premium rate changes for FY2012.

EAP Vendor Change

Beginning July 1, Blue Cross is changing EAP vendors. Currently, Blue Cross contracts with Business Psychology Associates (BPA) to provide the EAP benefits in each of the state's medical plans. The new vendor will be ComPsych. BPA will continue to provide EAP benefits for any claims incurred prior to July 1. Effective July 1, members will need to call ComPsych toll-free at 1-877-427-2327 to preauthorize EAP services.

Dependent Children Eligible to Age 26

Eligible dependent children will be allowed to remain enrolled for medical and dental coverages up until the end of the month in which they turn 26, so long as they are not eligible for other group coverage after their 25th birthdays. Currently, dependent children are only eligible for coverage until the end of the month in which they turn 25. Employees with eligible dependent children who are currently age 25 can re-enroll them for coverage effective July 1, 2011 or later. For a July 1 effective date, the application must be submitted sometime between June 1 and June 30; from then on, coverage will be effective the first day of the month following the date of application. If an application is submitted prior to June 1, it will be rejected.

Medical Plan Benefit Enhancements

There will be two benefit enhancements in each medical plan:

The 90-day eligibility waiting period is being removed for FY2012. Eligibility requirements will revert to those in effect during FY2010 (coverage effective the first day of the month following date of hire/eligibility provided enrollment is completed within 30 days of an employee's date of hire/eligibility) for anyone who has an initial start date effective on or after July 1, 2011. Employees who have an initial start date effective through June 30, 2011 will be subject to the 90 day eligibility waiting period.

Third Annual Maternal Health and Resources Fair

The Anderson Gender Resource Center and the Idaho Department of Health and Human Service's Office on Women's Health will present the third annual Maternal Health and Resources Fair 10 a.m.–2 p.m. May 13 in the Idaho State University Pond Student Union Ballroom.

The Maternal Health and Resources Fair is free and open to all ISU students, faculty and staff, and community members. This event will feature booths and information from ISU resources as well as several community organizations and businesses that will be of interest to anyone with a small child in their life. Refreshments will be provided, and there will also be a free raffle for door prizes supplied by our exhibitors.

For the first time the Maternal Health and Resources Fair will feature a keynote speaker, Randi Hutter Epstein, MD, is a medical writer and adjunct professor at The Graduate School of Journalism at Columbia University.

She is also an editor of the Yale Journal of Humanities and Medicine. Dr. Epstein has been a medical writer for the London bureau of The Associated Press as well as the London bureau chief for Physician's Weekly. Her articles have appeared in the newspapers and magazines such as The New York Times, The Washington Post, The Daily Telegraph, Parents, More, and Harper's Bazaar.

Her first book, "Get Me Out: A History of Childbirth from the Garden of Eden to the Sperm Bank," came out last year. Epstein's keynote, "A Romp Through the History of Childbirth- from Eve to Egg Freezing," will consider women's birth experiences throughout history and include a look at how and why the toxic drug DES was promoted to pregnant women in the mid 20th century.

Brain Injury Risks and Prevention Town Hall Meeting

The Brain Injury Association of America says traumatic brain injury is the leading cause of death in the nation's children and adolescents, and Idaho State University's Institute of Rural Health is working with a national awareness group to change that statistic.

IRH researchers and the Sarah Jane Brain Foundation are hosting a town hall meeting to discuss brain injury risks and prevention Wednesday, May 18, 3:30 to 5 p.m., at the Joint School District No. 2 Service Center Auditorium, adjacent to the ISU-Meridian Health Science Center, 1311 E. Central Drive in Meridian.

On average, 564,000 American teens and children seek emergency medical care for a brain injury every year, said IRH senior research associate, Russell Spearman. Some 62,000 people age 19 and under are hospitalized each year with a brain injury, and many die.

Spearman says the meeting is for anyone who wants to learn more about pediatric brain injury, including parents, community leaders, health professionals and athletic coaches.

Speakers will include representatives from the New York-based Sarah Jane Brain Foundation, a national organization whose members have been traveling the country this spring to speak about pediatric acquired brain injuries and what communities can do about them.

A pediatric brain injury includes trauma caused by a blow to the head, shaken baby syndrome, a traffic accident or the result of a brain tumor or illness, according to the Foundation.
