In 1946, the Peabody Educational Survey Commission issued a 517 page report on education in Idaho. Noting the unique geographical configuration of the state and the underdeveloped nature of higher education in southern Idaho, the Commission recommended college-level status for the Southern Branch, and in 1947 Idaho State College came into existence.
