July 14 – 29, 2008: Southeastern District Health department Blog

Southeastern District Health Department is hosting a month long series of exercise in July 2008. One of the exercises is a blog with daily updates from July 14-29. Using the blog, the health district will post a daily update of a pandemic flu scenario. These updates will follow the expected timeline as pandemic flu starts in southeast Asia and eventually infects citizens of Southeast Idaho. The blog addresses planning and preparedness issues for citizens, government agencies, and private business. Readers are encouraged to comment on how the scenario will affect them personally. The blog is at http://www.sdhdtraining.wordpress.com. The blog builds a scenario that will require counties to establish alternate care sites July 30 and July 31.

July 30 – 31, 2008: Southeastern Health District 6 – Mass Fatality Exercise

Full Scale Exercise. Mass Fatality exercise as the result of pandemic flu. It will actually be the regional exercise with involvement from all eight of the counties that PHD6 works with.

January 18, 2007. 2:00 - 4:00pm (MST): Managing the Psychological Consequences of Disasters and Terrorism Events

This is a panel and presentations where Speakers will cover the management of mental health issues in disaster response. Topics will include suggested planning organizational structures, response initiatives to assist providers in meeting community needs and observations about work force support during times of crisis. Given that many communities suffer from a shortfall of mental health professionals and that disasters seemingly create even more need for care, this program both in the presentations and in discussions, will allow attendees an opportunity for broad engagement across the spectrum of preparing for, responding to, and recovering from a disaster

Idaho State University Human Simulation Center in concert with the Idaho Bioterrorism Awareness and Preparedness Program is proud to present the first in a series of free seminars for area prehospital providers.  For this first in the series, Dan Lopez has agreed to speak on a group of patients whose complex presentations often make prehospital evaluation difficult.  Mr. Lopez began his medical care during the Viet Nam war as a medic then became a nurse specializing in dialysis.  With greater than thirty years of experience in the treatment of dialysis patients, Mr. Lopez has gained tremendous amounts of first hand knowledge that he can pass on to demystify the extremely complex patients.

Preparing for things like terrorist attacks, natural-disasters of even wildfires is not usually a fun activity to prepare for, but the staff at the Idaho State University Institute of Rural Health is taking a fun approach.

This morning at ISU's Pocatello campus as well as other distance learning sites throughout the state of Idaho.  People had a chance to take part in a presentation via smart classrooms to have an upbeat perspective on disaster preparedness as well as realistic planning and response ideas. This session discusses the unique demands on LTC administrators and managers during a disaster emergency, as well as identify strategies for leadership during these emergency or disaster events, examine qualities that enhance leadership ability during an emergency or disaster event. March 12, 2008, 1-3 p.m.:  Psychological Effects of Bioterrorism in a Healthcare Setting

Presenter: LTC. Ross H. Pastel, PhD, USAMRMC Medical Liaison Officer to Rapid Equipping Force (REF) and PEO-Soldier

This presentation introduces and explore the psychosocial effects of bioterrorism.  As can be imagined, the impact will be both widespread and complex.  Much of the psychosocial impact is based on risk perception which is influenced by risk communication by leaders and information and reporting by the news media.  Terminology used to describe psychological effects is critical because it can also affect risk perception.  Outbreaks of contagious disease, whether bioterrorist induced or natural have an additional fear-inducing effect.  We also explore the different effects in different populations – community, health care workers, and patients and their families.

March 26, 2008, 1-3 p.m.: Medical Management of Bio-Terrorism Casualties

Presenter: COL. Ted Cieslak, MD; DOD Liaison Officer, Centers for Disease Control and Prevention

The management of infectious casualties is relatively straightforward when the nature and identity of an infectious agent are known. A larger problem stems from the possibility that a terrorist attack employing biological weapons might proceed unannounced. In such an instance, providers might be called on to manage patients with non-specific signs and symptoms. Rapid diagnosis would be critical in such a setting. This talk provides a practical 10-step approach to the management of large numbers of casualties when those casualties MIGHT be the result of bioterrorism, but might also represent chemical terrorism victims, or even endemic infectious disease patients.

These are two training sessions at the annual conference in Boise. Teaming up with St. Alphonsus Regional Medical Center and the Idaho State University Paramedic Program to provide the keynote speaker, Thomas Martin, MD, Washington Poison Center. Dr. Martin will present the keynote address on Chemical Weapons of Opportunity for Terrorism and the Medical and Psychological Consequences of Exposures to Toxic Industrial Chemicals (TICs) and Toxic Industrial Materials (TIMs).  He will also provide a second session specific to community preparedness.
