Course Title

Public Works: Planning for and Responding to a Terrorism/WMD Incident

 

Description

This course focuses on enhancing the capabilities of public works leadership, in coordination with State and local emergency response personnel, to plan for, respond to, and manage a WMD/terrorism incident. The course presents the fundamental skills, knowledge, and attitudes that will be needed by public works managers and supervisors when they are called upon to respond to a WMD terrorism incident or develop a plan to prevent or mitigate a WMD terrorism incident.

 

Course Objectives

•  Describe the impact a terrorism/WMD incident will have on public works personnel and resources.

•  Delineate and describe the controlling legal authorities and professional standards that guide response efforts to a terrorism/WMD incident, and explain their functions.

•  Understand Incident Command System (ICS) for public works relationships with the Incident Command Post, the Emergency Operations Center , State and Federal agencies, and the Joint Operations Center .

•  Describe the issues to be considered and included in developing an effective response plan that integrates the full spectrum of the community's emergency response capabilities.

•  Use the jurisdiction's emergency operations plan (EOP)/terrorism incident annex (TIA) and the knowledge gained from this course to identify specific needs, and develop a public works action plan to prepare for, respond to, and recover from a terrorism/WMD incident.

This course is intended to supplement existing in-service training programs at emergency response agencies at local and state levels in the U.S.

 

Student Expectations

To receive certification, students are expected to be in attendance during the entire length of the course and successfully complete all aspects of testing.
