For benefit eligible employees hired on or after July 1, 2011, group insurance benefits will take effect on the first of the month following their start date. The deductible year coincides with ISU's fiscal year, which is from July 1 to June 30.
The State employee medical plans have a 12-month waiting period before they will begin to pay benefits for pre-existing conditions. The medical plan pre-existing conditions waiting period provision have been eliminated for dependent children under age 19 (the dental plan major care and orthodontia waiting period will remain in force).
A preexisting condition is a condition, (whether physical or mental), regardless of the cause of the condition, for which medical advice, diagnosis, care or treatment was recommended or received during the six months immediately preceding the enrollment date. A pregnancy existing on the enrollment date is not a preexisting condition under this policy.

If you were covered by another medical plan within 63 days of your date of hire with the State and you enroll within 60 days of employment, the time enrolled under the prior plan may count toward fulfilling this 12-month waiting period. For all new dental plan enrollees, there is a 12-month waiting period for major care (covered crowns, bridges, dentures) and orthodontia services. Please refer to the Blue Cross contract, State of Idaho Group Insurance Contracts for specific details. Your time enrolled in a prior dental plan cannot be credited against the waiting period in the state's dental plan.
