I. Preliminaries
A. Attendance

Absent: Dunzik-Gougar (excused), Jacobsen (excused), Marsh (excused),
Murphy and Shaw (excused)
B. Announcements
1. Sandra Shropshire is the new representative from the library and Virginia Murphy is the new Faculty Senate representative.
2. There was no consistent quorum for a vote on the minutes from September 28, 2006.
II. Unfinished Business
A. Phased Retirement
Each member was asked to look at different aspects of phased retirement from other universities. Hasenpflug will merge them all into one document as a draft to forward to Faculty Senate.
There was discussion that a program must be beneficial to both the faculty member as well as the department in order to work. The council agreed on no more than a three year maximum for phased retirement.
Hasenpflug commented that Drs. Wharton and Vailas stated that the tenure line would not be vacated until the professor fully retires.
Human resources has an unwritten phased retirement policy already in practice. The council will offer the senate the pros and cons of offering benefits to phased retirees in their draft policy.
III. Adjournment – 12:00. The next meeting will be on November 16, 2006 at 11:00 in the South Fork room in the SUB.
