FPPC Minutes, October 10, 2002

I.                   Minutes of October 3, 2002

Action: Moved by Smith and seconded by Leung to approve the minutes of October 3, 2002, with corrections. Passed unanimously.

 

II.                Business

 

1.  Discussion of F/S Handbook changes -

 

Bhushan distributed copies of the 1999 and 2002 F/S Handbook as well as SBOE’s policy relating to termination of employment.  The change from the1999 to 2002 Handbook reads as follows:  “The faculty member may be recommended for dismissal…” to “The President may initiate termination of employment…”

Leung asked what the definition of initiate termination means.  Egger will look into the termination procedures and process.   It was discussed that when the SBOE changes policy, it is immediately reflected in the F/S Handbook.  Faculty may be unaware of these changes and the Council would like to know how faculty could be informed and which changes are being made.

ACTION:  Moved by Egger and seconded by Smith to invite Brad Hall and Barbara Adamcik to the next meeting to discuss the issues of the F/S Handbook; how the changes are made, how the faculty can be informed and what changes have occurred in the last year. Passed unanimously.

 

Egger suggested three points in which the Council should look at this situation:

¨      What is happening to the F/S Handbook and what should be happening?

¨      Analysis of the changes.

¨      What can be done for unwanted changes?

 

2.      Bylaws –

Bhushan commented that the Council amend a small portion of the bylaws.  Chapter 2,A, 7. “Applied Technology faculty representative” should be changed to “Technology faculty representative”.

 

3.      Lyle Castle, Faculty Senate Chair has requested that the action items in the

       minutes be summarized at the bottom of the page.

 

4.      Promotion and Tenure Committee composition –

Some committees for promotion and tenure consist of more non-tenure faculty than tenure faculty.  At this time, there is no policy defining ratios.  Egger stated that some colleges need committees composed of non-tenure faculty as opposed to some that prefer having an equal number or all tenure faculty.  He recommended that each college have their own policy for tenure and promotion committees.  Hatzenbuehler will ask at Deans’ if her colleagues have a policy in place.  The F/S Handbook should state whether or not the policy exists in each college.
