Courses address awareness level training requirements for first responder personnel and provide a basic overview of domestic preparedness issue. For many of the constituent groups, this is all the training they will need.

The Incident Command System is an established and proven method used to manage an emergency incident or non-emergency event. It can be used equally well for both small and large situations. There are four main reasons why ICS is a part of the curriculum.

In addition to the Awareness Level courses there are Performance Level courses offered. These courses will meet additional training needs identified in the Idaho Homeland Security Strategic plan and not addressed by the Awareness Level courses. Resident courses delivered out of state will require additional paperwork to be completed and applicant must meet the prerequisites. One of the primary lessons learned from 9/11 was that first responders from different agencies who plan, train, and work together effectively on routine incidents will be better able to respond to larger more catastrophic incidents when they occur such as fires, HAZMAT, law enforcement, natural disasters, or WMD. This training is designed to facilitate the formation of Multi-Agency Coordination Teams composed of key managers and supervisors in law enforcement, fire, and emergency medical services ( EMS ). Training is delivered to the different agencies at the same time. The benefits of the Multi-Agency Coordination Training are:
Agencies will acquire the tools, skills, knowledge and advice to develop their own Multi-Agency Coordination Teams.
Teams will be left with an executive committee, a training program plan, and a resources guide that will enable them to continue the program without outside assistance.
The safety of the community and first responders will be improved through increased communication, coordination, and information sharing.
Communities will be better prepared for a large or more complex incidents, due to increased communication and coordination in day-to-day activities.
Training is delivered by a group of professional Idaho first responders, who hold positions of responsibility in their agencies and who have strong backgrounds in the development and delivery of emergency response training programs, including ICS. This group has already developed and implemented a successful Multi-Agency Coordination program and has seen tremendous benefits in terms of serving the community and morale among agencies.
There are a limited number of communities that will be trained during the next year. Training will only be provided after completion of questionnaire, interview, and a commitment is made from the leaders of these key first responders. Contact Mike Mikitish at mikimich@isu.edu for more information.
