200 million years ago, a tropical ocean covered most of the western United States. This ocean gradually disappeared, leaving behind rich deposits of phosphate. Today, the largest phosphate mining area in the west is located in the highlands of southeast Idaho. Most of the mines are located on public land. Mining activity on these lands is managed through a cooperative partnership of private industry and government agencies. THIS title looks at the model of natural resource management on public land that has been evolving in the SE Idaho phosphate fields since 1920. About 300 years ago, Navajos discovered ruins near the point where the four states of Colorado, Utah, Arizona and New Mexico meet. They call- ed the people who built them simply "Anasazi"--the builders. Archaeol- ogists working in the southwestern United States have been trying to figure out who the Anasazi were and where they came from. It is thou- ght they were descended from a people called the "basket makers" who lived underground in pit houses. By 750 A.D. the Anasazi became garde- ners and began to build pueblos above ground. This system of building was extensive and supported as many as 2000 Anasazi inhabitants. Most impressive of the Anasazi towns is Pueblo Bonito in New Mexico's Chaco Canyon. Excavations there have indicated that the Anasazi was a class- less society living in harmony.
